In the21st century, with the development of knowledge economy and the global agricultural industry, the rate of contribution of agricultural science and technology to agricultural development is increasingly prominent. Agricultural science and technology has made greater contributions than the labor, land, and other material inputs, and it has become the first factor in agricultural development. It is in this situation, the report of the17th NCCPC put forward that China should follow the path of agricultural modernization with Chinese characteristics. But China’s lagging agricultural productivity and low level of science and technology decide that we must strengthen the self-construction of agricultural science and technology and promote the rapid development of agricultural science and technology to realize agricultural modernization. The2012No.1Document also stressed that the radical way to maintain steady and sustained agricultural development and ensure effective supply of agricultural products from long term is science and technology. The important role of agricultural science and technology in agriculture development is further clarified. Higher agricultural education has the functions of talents training, scientific research, social services, and other functions. It plays an irreplaceable role on the development of agricultural science and technology. As a result, the systematic research of the functions of higher agricultural education in driving agricultural science and technology forward has important significance to giving full play to the functions of higher agricultural education in driving agriculture and science and technology forward.This article use literature research method, investigation interview method, experience method and quantitative study method. First, the article expounds the significance of the research of the article. Then the fuzzy comprehensive evaluation model is set up to analyze the present situation of science-technology talents training function, scientific research function, social services function and culture function of Liaoning higher agricultural education performing in driving agricultural science and technology forward using methods of quantitative analysis and qualitative analysis. At this basis, the article analyses the problems and the reasons for these problems. Then the article study the experience of giving play to functions of higher agricultural education to drive agricultural science and technology forward in domestic and abroad. Finally, it offers some measures to give full play to the functions of Liaoning higher agricultural education to drive agricultural science and technology forward:(1)Science-technology talents training function:to train high-quality, high-ability and practical talents for the development of agricultural science and technology;(2) Scientific research function:to strengthen the basic research and applied research for the development of agricultural science and technology;(3)Social services function:to implement series of agriculture-aid projects for the development of agricultural science and technology;(4)Culture function:to cultivate and accumulate healthy agricultural culture for the development of agricultural science and technology. At the same time, the article proposes some security measures for giving full play to the functions of Liaoning higher agricultural education to drive agriculture and science and technology forward:government should optimize the policy environment and increase financial investment; higher agricultural colleges and universities should improve inspiring measures and set up interactive mechanism of higher agricultural colleges and universities and agricultural science and technology; rural areas should strengthen the basis of the masses and clear the channel of the science and technology promoting agriculture.
