Moral education is the soul of higher education activities, and the effectiveness of moral education is the touchstone of college moral education and moral education. Faced with the plight of poor moral education in universities and colleges, the past research on the moral education in Colleges and universities, mainly focuses on discussing how to according to the standard of national unity education system construction and reform, theory is the use of universal moral education theory to integrate and regulate the different areas of the college moral education, the principles and methods of moral education. But from the results, both the theoretical and practical efforts have failed to achieve the desired results. China has a vast territory, a large number of nationalities and various cultural types. In this context, the moral education in Colleges and universities must pay attention to the regional and national issues of moral education. So, how to make use of regional cultural resources and minority cultural resources to carry out moral education of university students is a subject of great theoretical and practical significance.The cultural background of moral education has a vital influence on the innovation of moral education system and the actual effect of moral education. Human's thought and behavior are deeply influenced and restricted by a certain cultural environment, and moral education must be carried out in a certain cultural atmosphere. Therefore, the cultural background is an important influence factor of moral education. At the present stage, our country's moral education in Colleges and universities is basically in the traditional Chinese culture as the cultural background, lack of regional culture and minority culture and the value of moral education. The research for the cultural value of moral education mainly focus on the mainstream of our traditional Chinese culture influence on moral education, and on the value of college moral education on regional culture and minority culture is very rare, failed to fully explore the regional cultural resources to innovation of college moral education mode.Grassland culture originated from the northern region of China, known as "the dawn of the Chinese civilization rising place", it with the the Yellow River culture, the Yangtze River culture together constitute an important source of Chinese culture. The nomadic grassland culture unique to vigorous and heroic temperament elegant and profound Chinese culture, brings vigor and vitality. As the unity of regional culture and national culture, grassland culture contains rich value of moral education in Colleges and universities. As long as the development and utilization of system science, grassland culture can become an important carrier and material of moral education in Colleges and universities. Specifically, the thesis is divided into six chapters in the structure:The first chapter is an introduction of the article, the basic framework and research methods of this paper mainly introduces the background and significance of topics, domestic and international academic status, on the value of the research on the grassland culture and the moral education of the thesis and the innovation and so on, in full swing for thesis research work to lay on the starting point.The second chapter is the theory of grassland culture and moral education in Colleges and universities. First, introduces the general situation of the grassland culture, mainly including the concept, the historical causes and the grassland culture form and characteristics; then, on several related concepts and moral education are analyzed, such as moral education, moral education and the concept of moral value; finally, briefly discusses the interactive path of grassland culture and moral education in Colleges and universities.The third chapter elaborates the theoretical basis of the moral value of the grassland culture into the college moral education. The part from Marx Engels' s cultural concept and the concept of moral education, Chinese socialist ideological education and Western culture education theory of three aspects of the grassland culture with the basis of academic value of moral education in Colleges and universities. Among them, Chinese socialism include Mao Zedong during the period of the socialist revolution ideological education, Deng Xiaoping, Jiang Zemin, Hu Jintao in the period of socialist construction and cultural education thought and Xi Jinping since the eighteen ideological education; moral education theories in western countries including Dilthey's spirit of scientific theory, Spranger's cultural education theory and Leeteuk's edification education theory.The fourth chapter discusses the contents and characteristics of the value of moral education in the University of grassland culture. The specific contents include the spirit of grassland culture cultivation of college moral education, college moral education value of grassland culture innovation system, the grassland culture expansion of college moral education atmosphere and strengthening the function of moral education of grassland culture; mainly refers to the characteristics of regional, ethnic, ecological, openness and innovation.The fifth chapter analyzes the difficulties and opportunities of the realization of the moral value of the grassland culture in Colleges and universities. Firstly, it discusses the practical performance of the grassland culture of college moral education value realization difficulties, namely multi value orientation, weak institutional support and participation in the main stenosis, inefficient use of; secondly, analyzed the reason of grassland culture moral education in Colleges and universities to realize the value of the plight of the defects are value tendency of multicultural, strengthen the traditional moral education concept and moral education system lags behind; finally, the material security, concept update, target specifications and information interaction between the four aspects of the grassland culture of moral education in Colleges and universities to realize the value of opportunity.The sixth chapter looks forward to the realization of the moral value of grassland culture in Colleges and universities. The first part of the basic realization of college moral education value of grassland culture, including grassland culture the concept of moral education innovation, the content of moral education reality, the process of moral education scientific and moral education mode of interaction; at the same time, the moral value of grassland culture is also must have certain realistic conditions, which the government of grassland culture.A regional culture in different regions of the moral value of colleges and universities are different, the degree of specific differences mainly depends on the type of culture and adaptability of the inclusive. Although the grassland culture with regional and national characteristics, but as an important source of Chinese culture, prairie culture and mainstream Han culture has the similarity in the core spirit, and the grassland culture has its own open and inclusive characteristics, so that it can be well compatible with various types in different regions and cultures. The moral education value of grassland culture can be fully demonstrated in the region of its generation and inheritance, but it does not mean that there is no moral value in the grassland culture in other regions. From view of this, the regional applicability of the value of moral education in Colleges and universities in grassland culture shows the difference of the values of the moral education in the universities in different regions, but not the "difference" ". Finally, the conclusion of this paper is: Based on the intrinsic link between culture and moral education and the rich connotation and cultural characteristics of the grassland culture, the grassland culture has the value of moral education in Colleges and universities. By this point, the grassland culture into the moral education and moral education in Colleges and universities in the work is full of the connotation of the grassland culture in the process of moral education to achieve the moral shape of college students is practical and feasible.
