Research On The Conflicts Of Practice And Norms On The Change Of China Family Planning

With the revision of "two-child policy" and "People's Republic of China on Population and Family Planning Law(2016)" proposed,the China's birth control institution arrives at a new node.Since "family planning is a program issues" proposed by Zhou Enlai in 1970,recalling the change in fertility,China 1971 years ago,the average of total fertility rate reduces from 5.59 down to 2.75 in 1979,with a low fertility level after 2000.Whether itcould explain that there is a so strong role in shaping the legal system of social order to complete the "refinement" of the task? Various "measures" over the difference in fertility and family planning system in operation around the formation,as well as the phenomenon of unplanned births a case indicates that there is an obvious regional difference.So,how does the implementation of these systems "Deviation" and citizens fertility practices "independent" come? Two questions seems inconsistent,actually both of them focus on how to understand the operating mechanism of the system problem: What strategy an individual will form when his goal conflicts norm?
