The problem of low fertility rate and the aging population is one of the major practical problems in China.Faced with the declining fertility rate and the increasingly severe aging population problem,the Central Committee of the Communist Party of China has successively adjusted and improved its fertility policy,and has continuously relaxed birth control.On January 1,2016,the "universal two-child policy" was fully implemented nationwide,which is expected to have positive effects in maintaining balanced population development,delaying the aging process,and prolonging the demographic dividend.However,it is still unclear whether the social response to the policy will meet the expectation.As fertility desire directly affects the fertility behavior,under the background of loosening birth control,the research on the fertility desire and influencing factors of the married people at childbearing age in Wenzhou,which is for the identification of the key factors that constrain fertility intentions,is of great significance to optimize the implementation effect of the "comprehensive two child" policy and promote the better population development of Wenzhou City,at the same time,can provide the reference for the development of population theory system and the reform of fertility policy.In this study,515 married people at childbearing age were randomly surveyed in wenzhou,12 representative respondents were selected for case analysis to obtain in-depth information of their childbearing intention.Sample data were analyzed and described by statistical software.On this basis,the fertility desire of married people at childbearing age in wenzhou under the background of "comprehensive two-child policy" was analyzed qualitatively and quantitatively,and the relationship between childbearing choices made by different characteristic groups and various influencing factors was deeply analyzed from the perspective of costs and benefits.It is shown that married people at childbearing age inwenzhou are not strongly willing to have a second child,and they have a low sense of identity to the material utility of the offspring.Compared with the influence of policy factors and traditional concepts on their desire to have a second child,economic factors and family factors are the decisive factors.The constraint of economic conditions,the pressure of career development and the lack of social public services are the most important reasons for the people's low desire to have a second child.Reviewing the development process from the beginning to the gradual relaxation of national control to people's fertility behavior,the effect of the "universal two-child" policy on people's fertility desire is not as expected.China needs to continue to strengthen the reform of fertility policy,further relax fertility control,and introduce an encouraging and friendly population policy.All government departments should make concerted efforts,integrate resources,better coordinate and cooperate,intensify the publicity of birth policy,strengthen the coordination of supporting policies and public service policies,and introduce social forces to improve the professional level and service capacity of women and children services by improving the network system of social participation,to effectively solve the fertility difficulties in education,housing,pension and medical treatment for women and children.
