With the reform and development of China's economic system, housing problems, generated by the urbanization process, are now becoming an important topic in today's society. To help the low-income people solve system, our government have launched a series housing protection systems like the United States and many other countries. In these systems, economical housing plays an important role. As the'House Ownership' project, it helps to reduce the gap between rich and poor, which is related to the stability and unity of the society. However, the allocation and management of economical housing has always been a thorny issue of related departments. Therefore, this paper gives corresponding solutions by analyzing the economical housing allocation process.According to the literature and surveys of economical housing, this paper summarizes the following three major problems that existed in the allocation process:1) Irrational allocation. Many house applicants cannot access to suitable economical housing;2) Unreasonable indicators. The indicators of waiting queue selected in some case are unreasonable;3) Deception. Some application and approval process involve manipulation and deception.The main content of this paper determines to solve the previous two problems, and focuses on the allocation and management of economical housing. Based on the basic modeling theory of management science and engineering, this paper refers to and integrates knowledge in multidisciplinary field, such as, random process theory, the graylanguage theory, statistics, computer data mining, modeling of computer systems, computer systems, coding, theory of consumer behavior. Besides, hybrid thinking, regularly used in auto, is also applied in this paper to build the framework of housing allocation system. Using hybrid thinking in housing allocation system, which in the main innovation of this paper, gives an example of extending hybrid thinking theory in a brand new area.The research work of this paper can be divided into the following three parts.1) Constructing economical housing waiting queue model based on grey linguistic multi-criteria decision making method. There are two forms of waiting queue in traditional economical housing application:one is merely based on the length of waiting time; the other is by calculating scores considering the factors of housing area, population, and income etc. The variables contained in these two ways cannot cover all the impact factors, and the allocation process is not that human-oriented. Thus, this paper uses grey linguistic multi-criteria decision making method to analyze the waiting queue of economical housing. The modeling process can be divided into following steps,1) score points of each applicant are given by experts in all fields to find out whether their qualifications can answer the requirements of applying economical housing. After that, weights of these fields are calculated through analyzing data collected by questionnaires;2) based on this information we get ahead, we can define the transparency of information via making analysis of the transparency of those information channels;3) the final waiting queue of applicants can be computed by inputting grey linguistic vectors into grey linguistic multi-criteria decision making method.2) Making a more rational economical housing allocation on the basis of hybrid thinking. Many applicants cannot get the appropriate house because of the existing economical housing allocation system, which is simply taking the length of waiting time for reference. As a special commodity, economical housing, although having some features of real estate business, is short of supplies, so that there is not much room for applicants to select.This attribute of economical housing determines that the need of applicants cannot be fulfilled. To address this issue, recognized value and individual perceived value, in this paper, are regarded as two kinds of power to make analysis of allocation and management of economical housing based on hybrid thinking. Once the advantages of recognized value are not obvious in the allocation process, the individual perceived value can be added as complementary. Therefore, the economical housing can be reallocated according to individual characteristics of each applicant. That is to say, the procedure of economical housing allocation can be more reasonable if we use different value advantages under different circumstances.3) Creating several mathematical models and system models for analyzing allocation and management of economical housing. The mathematical model includes the grey linguistic multi-criteria decision model, principal component analysis model, linear regression models, clustering model, Apriori matching model etc.; while the system model includes use case diagram, sequence diagram, class diagram, system flow chart etc. The realization of the simulation process is achieved by using matlab, in the waiting queue model. And the realization of the simulation process of economical housing allocation models is carried out through the use of SPSS and JAVA+weka. In addition, in this paper, we also build a website for trial operation. The result shows that, the models we proposed for allocation and management of economical housing, in this paper, are feasible, which can, on the whole, satisfied the requirements of users of information services.
