Research On Housing Guarantee System In China

Currently, the construction and enforcement of our country's housing guarantee system remains to be relatively backward. Under the on-going housing policies, our country's real estate development mainly lies in three aspects of housing supply: commercial housing property serves for the demand of those high-income people;economical & suitable housing property serves for the demand of those middle & low-income people;rent-cheap housing property serves for the demand of those who can not afford to get it. To this end, the basic framework of housing guarantee policies has been made consisting of such three systems as that of economical & suitable housing property, rent-cheap housing property and housing accumulation fund respectively. However, in the course of practical operation, it is still a long way to go for substantially materializing the housing guarantee system. The key to the problem bears in three factors that are respectively the macro-regulation & control of the government, strict supervision of the system operation and the complete and efficient real estate development mechanism. Therefore, drawing on experience of American, British and Singapore's housing guarantee system construction, studying and finalizing the housing guarantee system for Chinese middle and low-income people, further defining the three main tasks of governmental macro-regulation-and-control, market supervision and construction of housing guarantee system, and finally solving the housing guarantee issue of our country's middle and low-income people would be deserving important theoretical significance as well as practical value while we are striving for building socialist harmonious society, reforming and improving our governmental function, and implementing scientific development concepts.
