Research On The Reform Of Production Mode Of Agricultural And Construction Of Social Security System In Rural China

China's economic development has entered a new normalstate.Accelerating the industrialization of agriculture is another major innovation for agricultural production methods under market economy conditions, it is an important way to accelerate agricultural development, increase farmer's income and promote agricultural modernization. In the long history of China, the peasant mode of production plays a dominant and fundamental role; it is the basic power restricts China's rural social development. Currently, transforming the smallholder production and agricultural production is the basis for building a new socialist countryside. Based on respecting the wishes of farmers, promoting various forms of moderate scale operation and cultivating new business entities is an important reform orientation of promoting agricultural modernization. The development of agricultural production has a close relationship with rural social security system. Revealing the mechanism of action and the path of agricultural production methods impact on the rural social security system and deeply analyzing the impacts of agricultural industrialization management on development of rural social security system has important theoretical and practical significance to further improve the social security system in rural areas.This paper adopts research methods of literature review, historical research, the combination of comprehensive analysis and comparative analysis, and the "agricultural production methods-social risks-rural social security system" is research idea. Through identifying the social risks caused by agricultural production methods of different periods after the founding of a republic, analyzing the demands of different social risks for social security system in rural areas, Combing the content, structure and level of the rural social security system in face of different society risks, then leading new risks brought by the current new agricultural production changes and the requirements issues for social security system in rural areas.The research has the following conclusions:This research clarifies the interpretation and variance process of the agricultural production methods and rural social security system and unscrambledit.Through studying system changes and realistic characteristics of rural social security under different agricultural production methods after the founding of New China, and analyzing it by the use of interpretative frame of social security's "three systems", then it comes to conclusion about different modes of agriculture production is facing different social risks, and The content system, architectural system and hierarchical system of the social security system in rural areas also show different contents: Evolution of the rural social security system shows the process of transition of social assistance to social insurance, survival-type to insurance-type on the social content system; Evolution of architectural exhibits course of insurance coverage covered people from special groups to the entire population in rural areas; Evolution of hierarchical system shows the relationship between responsibility and right of the country is from unconsciously providing social security to passively providing it, then it actively participates in providing Social Security? and initially forms a social security responsibility framework combined by national, social, personal responsibility.Typical countries change agricultural production methods. Their construction experiences of building rural social security system provide China the important reference for building current rural social security system. The research selects Britain, France and Japan which have developed agriculture, to study the establishment of rural social security system in the process of agricultural modernization. The research considers that rural social security system is not accidental the typical countries, but rather with the corresponding economic and social preconditions. The policy is introduced in the face of the inherent requirements of the change of the mode of production. Its development has experienced a process from social relief to social insurance; it has a distinct evolution from the right of life to the right of development; its hierarchy has a significant change process from country responsibility to common responsibility of country, society and the individual, emphasizing the multi-agent participation. In addition, due to the different politics, economics, cultures and social development state in these countries, they choose different development roads of social security system, while strengthening the role of legal guidance and restraint of the social security system in rural areas.At present, China's agricultural development towards a new stage, which traditional agriculture transform to modern agriculture. The risk of traditional agricultural society is replaced by the risk of industrial society. However, the traditional system of rural social security system can not resolve the risk of industrial society; still using the original social security system to cope with the risk of a new mode of production, will lead to serious social risks. Then we need a new social security system, the changes of social security system in rural areas become inevitable. Based on this, the research considers that the transformation of agricultural production determine the needs of rural residents to the social security system must be multi-layered. So we precede from analysis framework of rural social security system "three systems", adapting to changes in agricultural production methods, construct a perfect three pillars of rural social security system:Survival-type of rural social security is the foundation, The key of Survival-type of social security system is to establish a comprehensive social assistance; Development-type of rural social security is the key to adjust the benefits and the responsibilities and rights of two basic insurance in rural areas and improve the content;Welfare-type of social security system is an important supplement to improve benefits and expand coverage.
