Present Situation Of Agricultural Social Security And Rigional Difference In China

Although our residents'living standards have been raised remarkably since the policy of reform and opening up,the development of social security is still lagging behind. Some existing issues should be solved urgently. For example,its present productivity has determined that our social security could only at a comparatively low level include small groups and little varieties,the rural areas have been neglecting by our social security policy for a long time,and so on. China is a great country of agriculture,with the rural population accounting for 70% of all. Under the dualistic social structure since the foundation of china,the rights and interests of the farmers were limited to some extent,so that it's very difficult to share the fruits of the economic and social development. On the whole,China's structure as well as its level of social and economic has being improved greatly while the differences among different areas have being increased unbelievably in details. Per capital income,the living standards,and the level of forming systems were much higher in some Eastern developed areas that those of the undeveloped areas in the central and the Western areas,in which the social and economic development in the rural areas lagged behind,its characteristics of undeveloped were apparent,and the process of system reform was very slowly,all of them restricted the expansion of the converge of social security. Facing with the actual requirement,this article gives a further introduction of the historical and current situation of the social security in rural areas,and finds the main problems. Then,on the basis of analysis on the actual rural social security among the Eastern,Middle and Western regions in china,I put forward a concrete act of establishing the social security in rural areas from the point of the government's function. Its main content is establishing a complete social security system with multiple source of funding that provides for the establishment of multiple insurance systems for different groups. Furthermore,the emphasis should be on making the urban social security system contain the farmer workers. The major parts of the rural social security are pension insurance,cooperative medical insurance,minimum living system in rural areas,and the assistance to peasant workers,the peasants who lost their soil. In order to complete the rural social security,we should make the subject,the system of funding,administrative authorities,and the system of supervision over social security clear and effective. By solving three peasant problems on agriculture,countryside and peasantry,urban and rural social security can be planned as a whole to meliorate civil welfare generally.
