Research On Characteristic, Mechanism And Path Of New Urbanization Development In Jilin Province

Joseph E. Stiglitz, the famous economist of American and owner of Nobel Economic Prize, has pointed out China's urbanization and America's high-technology are the two profound things which influence the process of human in the 21st century. Since the reform and opening up, the urbanization development with the accelerating process made some achievements, but there were still a series of problems. Social public is generally agreed that we should change the traditional urbanization development ideas, explore the new urbanization development model, enhance the urbanization development quality, and probe into an new urbanization development strategy of intensive, intelligent, green, low-carbon and with regional characteristics.Based on the theoretical and practical foundation of the new urbanization development, this paper takes Jilin Province for example and makes a systematic description for the evolution process. At the same time, this paper measures the level, spatial evolution pattern and basic characteristic of new urbanization development, and then puts forward the path selection based on the comprehensive analysis of dynamical mechanism of new urbanization, and it has an scientific significance to reveal the law of urban development, explore the root of urban problem, clear the direction of urban development, formulate the strategy of urban development, realize the coordination of urban and rural areas and integration process, and it plays an important reference value for other areas, especially the old industrial bases to explore the development model of new urbanization. The full text is divided into six chapters:The first chapter is theoretical basis of new urbanization development. Firstly, this chapter analyzes the basic concepts of urbanization and reurbanization, reindustrialization and new industrialization and new urbanization. Secondly, this chapter summarizes the basic theories of regional division of labor, economic region movement, regional economic evolution, innovation, central place theory and urban-rural integration theory. Thirdly, this chapter combs the relevant research results of new urbanization for domestic and foreign. This chapter lays the theory foundation for the research on characteristic, mechanism and path of new urbanization development in Jilin Province.The second chapter is practical reference and enlightenment of new urbanization development. This chapter summarizes the practical reference of major developed countries urbanization, major developing countries urbanization, old industrial base urbanization and new urbanization in domestic. Meanwhile, this chapter summarizes the five important enlightenment of new urbanization development. This part lays the practical foundation for the research on characteristic, mechanism and path of new urbanization development in Jilin Province.The third chapter is process and evaluate of new urbanization development in Jilin Province. This chapter analyzes the new urbanization development evolution from four periods such as modern times, puppet period, before the reform and opening up and since the reform and opening up. Then this chapter measures the new urbanization level of Jilin Province under the national perspective by establishing the evaluating index system of new urbanization in China, and then measures the new urbanization levels of prefecture-level cities and county-level cities in Jilin Province by establishing the evaluating index system of new urbanization in Jilin Province. Furthermore, this chapter explores the spatial evolution of new urbanization pattern by using the methods of trend-surface analysis, spatial autocorrelation index, average growth index and variogram in 1995,2003 and 2014.The fourth chapter is basic characteristic of new urbanization development in Jilin Province. Taking the nine prefecture-level cities of Jilin Province as a study case, this chapter measures the basic characteristics of new urbanization development by using the methods of entropy, data envelopment analysis, decoupling model and coupling coordination model in 2003 and 2014, including the efficiency of new urbanization, the comparison of level between land urbanization and population urbanization, the level of basic public service, the level of four modernizations development and urban comprehensive carrying capacity, etc.The fifth chapter is dynamic mechanism of new urbanization development in Jilin Province. This chapter explores the dynamic mechanisms of new urbanization development in Jilin Province, including the model transformation of traditional urbanization, the scientific guidance of new urbanization strategy policy, the multiple industies support of sustainable and healthy development, the unique location condition of regional open in Northeast Asia and the all out support of overall revitalization of old industrial base.The sixth chapter is path selection of new urbanization development in Jilin Province. This chapter puts forward the path countermeasures of new urbanization development in Jilin Province, including the institutional mechanism reform, the industrial structure adjustment, the urban space optimization, the market overall opening and the green ecological transformation.
