Since the mention of "characteristic town",it has been regarded as a catalyst for the development of new urbanization and the construction of new rural areas,as a driving force for economic growth and industrial restructuring.Throughout the development of characteristic towns throughout the country,almost all are the construction of small towns with industry as the characteristics of the fundamental,the development of the industry directly affects the success of the creation and cultivation of characteristic towns,so this paper takes industrial concentration as the starting point to study the evolution of characteristic towns in Jiangsu Province.First of all,through the study of the relevant research of characteristic towns and industrial concentration,it is found that there is a close relationship between the characteristic towns and the industrial cluster,and the characteristic town is an upgraded version of industrial concentration.Secondly,due to the different emphasis between the national characteristic towns,provincial characteristic towns and municipal characteristic towns,based on representative and equilibrium,this paper focuses on the 56provincial-level characteristic towns in Jiangsu Province,and analyzes the development status of the characteristic towns in Jiangsu Province from the five aspects of the creation of characteristic towns,structure,progress,problems and constraints.The study found that after several years of development,the characteristic towns of Jiangsu Province has made remarkable progress in industrial agglomeration effect and the concentration of talents,but there are still problems and constraints such as insufficient distinctive industrial characteristics,imperfect industrial chain,shortage of land indicators,and difficulty in financing industry.Then,through literature reading,policy combing,field research and other methods,this paper establishes the characteristic town evolution stage determination index system,which includes 4 first-level indicators(strength,ability,power and environment)and 12 secondary indicators,and divides the evolution life cycle of characteristic town into four stages: formation period,growth period,maturity period and recession period,based on the asymmetric fuzzy proximity of TOPSIS method to establish characteristic town life cycle model.At the same time,the evolution of characteristic towns under the perspective of industrial agglomeration is systematically studied from the perspective of evolution mechanism and evolutionary path.Then,taking two provincial-level characteristic towns-Danyang glasses style town and Jurong green newenergy town as an example,to study the evolution of these two characteristic towns,through the empirical analysis of these two representative characteristic towns,put forward a total of three development proposals: focus on the development of emerging industries,promote the transformation of traditional industries,promote the integration of three lives.Finally,in view of the problems and constraints encountered in the overall development of the characteristic towns of Jiangsu Province,six proposed measures are put forward: pay attention to industrial development,implement industrial development plan;clarify industrial orientation,pay attention to brand cultivation;the horizontal vertical and synchronous development of industry,extend the breadth and depth of the industrial chain;promote the integration of industry,education and research,promote the construction of innovation platforms;scientific planning land,adhere to the "industry city humanities" synchronous development;dialectical analysis of government and market,reasonable integration into development funds.
