The Selection Of Characteristics Urbanization In Jilin Province

Urbanization is used to describe the transition from county to city. In the late 1970 s, the concept of urbanization was introduced into Chinese academe and widely accepted. It means the expansion of cities and towns and people gathering into the town which cause some changes in economy and society. In essence, urbanization means the transformation of the structure of economy, society and the space.With the development of the urbanization in China, newly urbanization not only attracts the attention of learning field, but also is well-known by the cadres and the masses. In 2012, the central economic work conference presented that we should put the concept of ecological civilization into the whole process of the urbanization, and go on a way of newly urbanization which is environmental, intelligent and low-carbon. Furthermore, urbanization is the essential access to modernization. The hardcore of developing urbanization is the people. We have to base on the facts that we are still in the primary stage of socialism, which urge us to go on the road of newly urbanization.In May 2014, Jilin province established the overall structure of newly urbanization in the work conference. It insisted to develop the newly urbanization following the law and have a precise understanding on the national plan. The conference also presented that we should take the innovation of the system as driving force, and also develop the newly urbanization in a environmental, safe, creative, and integrated way. To be more specific, it required the government to take a strategy which includes strengthen the central, build the fulcrum, combine the regions and it also suggested a new pattern of urbanization which is orienting in human, promoting ecological civilization, optimizing the layout, inheriting the culture and focusing on the quality. In July 2014, the government of Jilin Province assigned the target and the compose of the newly urbanization through the Plan of the Newly Urbanization in Jilin Province from 2014 to 2020.This paper is based on the theory of central location and market location, the theory built by Lewis, John Fei and Reins, uneven development theory, garden city theory, the theory of organic decentralization and the integration theory of urban and rural areas. It also draws on the four different patterns of urbanization separately represented by America, west Europe, Japan and Korea, and Latin America. The first pattern developing the urbanization in a free way is oriented in market. And the second one is mainly adjusted by the government and also based on the market. What’s more, the third pattern is in a way of leading by the government and driving by the market. Finally, excessive advance, supporting the weakness and gathering in the mega city is the feature of the last pattern of urbanization. Domestically, this paper makes a summary of three modes from different regions. The first one is from Pearl River Delta of China, which is featured in driving town with city. And the second mode is developing the town in different levels which is used in Zhejiang province. Lastly, the final pattern is mainly used in Chengdu province. Based on the research from overseas and domestic patterns, I figure out that the process of newly urbanization in our country have a lot of problems including the weak intention of farmer coming to the city, low speed of development of urbanization, the lack of characteristics of little town, insufficient of municipal infrastructure, the backward of the concept of urbanization and the small scaled town, the poor ability of coordinating urban and rural areas. Furthermore, this paper gives some suggestion for the way of developing newly urbanization in Jilin province. It insists on a ecological intensive and different way to develop urbanization, and it also put forward that you should act on the specific region, level and time. What’s more, this paper believes that urbanization should be started in point-line, web, stronghold types separately used in east, middle and west of Jilin province. Specifically, this paper suggests the government to speed up the transaction of the countries’ lands, strengthen the farmer’s will to come to the city, focus on the development of agriculture, cultivating emerging industries and develop service industry in different ways. In the meantime, supporting the private economy, constructing intelligent city and deepening the reform of supporting system is also needed in the process of newly urbanization.
