Uneven technology in the world is objective, absolute and long-term.On the principle of equity, technologically advanced countries should help technologically backward countries to improve the technical level. However,on the principle of efficiency, technologically advanced countries should continuously lead technological innovation.Technologically backward countries could become the world leader by technology catching-up.This research measures uneven technology and analyzes its impact on economic growth. It is conducive to understand the technology imbalance and help different countries to make technological plans.Firstly, this research selects weighted coefficient of variation,Gini coefficient and generalized entropy index as the way to measure imbalanced technology in the world. The result shows that technological imbalance in the world obviously increases,so is technological imbalance between developed and developing countries.Technological imbalance between developed countries increases a little, but technological imbalance between developing countries obviously reduces.Since globally technological imbalance is mainly led by the technological imbalance between developed and developing countries.Trend test indicates that technologically backward countries achieve faster technological progress, but the technology gap between backward countries and advanced nations doesn't narrow,so the globally technological imbalance will continue to expand.Secondly, this research analyzes the main factors affecting globally imbalanced technology. It is found that economic development, human capital, technology gap and research and development are the main factors that increase globally imbalanced technology. But factor endowments and high-tech exports reduce imbalanced technology in the world. The combined effects of these factors exacerbate globally imbalanced technology.Economic development and technology gap are major factors for expanding uneven technology among developed countries. But research and development, factor endowments,high-tech exports and human capital reduce the technological imbalance between developed countries. The joint effects of these factors increase the technological imbalance between developed countries.Economic development, technology gap and human capital reduce the technological imbalance between developing countries.Thirdly, this research studies the impact of globally imbalanced technology on economic growth. From a theoretical point of view, uneven technology in the world affects international division, optimizes allocation of resources, and promotes global economic growth.Uneven technology in the world makes developed nations to get technological advantages,to produce high-end products,to increase investment scale and promote economic growth.Uneven technology in the world makes developing countries to specialize in low-end products,to rely on exports to increase economic growth. But the promoting role is little.Empirical results of impulse response function and variance decomposition show that uneven technology in the world promote global and developed countries' economic growth, and of which the effect are sustained.Globally uneven technology restricts developing countries' economic growth, but the effect is not persistent. The empirical results also show that uneven technology in the world mainly stimulates consumption to increase global economic growth. And it increases factor agglomeration to achieve economic growth in developed countries.Uneven technology in the world reduces economic growth in developing countries through consumption and trade, but promotes economic growth by expanding investment.Based on the above conclusions, this research puts forward some correct ideas and measures to promote economic growth in the context of globally uneven technology.Different countries should get a correct understanding of uneven technology in the world. The uneven technology in the world is objective, absolute and long-term,and at the same time it is neutral. In the dynamic context of globally uneven technology, developed countries should increase agglomeration effect. On the other way, developing countries should increase investment scale, moderately expand consumer demand, reduce reliance on exports of low-end products and introduce appropriate technologies to achieve economic growth.
