The economic growth has been the problem scholars continued to explore, the study of the mechanism for the promotion of economic growth is countless. However, for a long time economic growth theory pay attention to consider the resources and technology for economic growth mechanism of action, the production layout dependents resource and technology, neglected space factors of human economic activity. Most scholars study the factors that effect the regional economic growth in the new classical economics sign. The author thinks that the differences between different regions, because of the influence factors of economic growth. They think the difference will gradually disappear with the constant development of economy. But with the uneven development between regions to expand the performance of traditional economic theory powerless. Trying to explor the law of spatial distribution of economic activity, to explain the reality of space, and the law of regional economic growth through this mechanism. Once people master the mechanism, they can through it to stimulate economic growth, to eliminate the differences between the regions. However, some scholars have difference advice for whether industrial clustering is to promote economic growth, and relying on the different theory and methods make the difference the research results. However, most studies suggest that the economic development of a country or region is always accompanied by the continuous improvement of the regional industrial agglomeration degree. So industrial agglomeration is considered to be the inevitable outcome of the regional economic development, also greatly contributed to the development of the regional economy. The goal of this paper is to examine the past20years China’s industrial agglomeration process is to promote regional economic development, in order to verify that the new theory of economic geography. The First article details the definition of industrial agglomeration and its potential benefits, analyses and balances the advantages and disadvantages of a measure of industrial agglomeration and economic growth indicators. On the basis of the scholars theoretical and empirical research on the relationship between industrial agglomeration and economic development, summarize the strengths and weaknesses of the various aspects of the empirical research for Chinese industrial clustering phenomenon. The manufacturing is more obvious in characteristics of industry, so this article studies the role of industrial agglomeration of economic development with the20industries in the manufacturing sector. First the article gathers indicators such as spatial concentration index, space Gini index and EG index to measure the level of China’s industrial agglomeration. There is a very obvious phenomenon of spatial concentration of China’s manufacturing industry, the level of China’s industrial agglomeration improves, but the degree of agglomeration of various industries is not the same. Agglomeration degree of the highest to the lowest is precisely the industry gradually by technology-intensive to capital-intensive and labor-intensive process of change, the technical requirements of the industry such as the communications industry, chemical fiber. The instrument industry agglomeration level significantly higher than other industries, while the labor force more demand for the industry is relatively low, such as the concentration level of the agricultural processing industry, food industry, wine, drinks and refined tea manufacturing. And each level of industrial clustering in the geographical distribution is extremely uneven, relatively high level of economic development of the region agglomeration level of the eastern coastal provinces of Jiangsu, Zhejiang, Shandong, Guangdong and Shanghai was significantly higher than in other regions, the country accounted for basic two-thirds of the provinces in the western region significantly lower concentration level.Growing process of regional economic and industrial agglomeration process of continuous improvement of basic and higher level of industrial clustering coastal provinces also happens to faster economic growth, relatively high level of development of the province, from the scatter plot point of view of both changes in the same direction, and test both positive relationship, Granger causality test both causal relationship. It is in both showed positive relationship on the basis of article the industrial agglomeration to overflow several ways to promote regional economic growth through the labor factor, capital elements and knowledge, thus assuming the assumptions used to test. Such as the initial conditions of the region, all regions of the initial level of economic development, population density, resource endowments and the openness of the different direct effect to better regional manufacturing agglomeration degree of initial conditions of the region, its industrial clustering effect the more obvious, the faster the speed of its economic growth. Industrial clustering can promote concentration and optimize the use of the regional labor and capital, and improve labor productivity and the efficiency of resource use, increase regional supply of factors of production, so as to promote regional economic development. Establish the spatial concentration of the industry and regional economic growth model CD-based functions based on industry gathering to examine the role of regional economic growth in China, confirms previous assumptions, the initial conditions of the region is indeed on regional economic growth from to role in promoting the initial human resources are more abundant, more active market, lower transportation costs, thus contributing to regional economic growth. The study results showed that the industry gathering played a important role in promoting regional economic growth.
