Research On The Optimization Of Industrial Structure In Resource-based Regions From The Perspective Of International Industrial Transfer

After the founding of New China,in order to guarantee the demand of resources as result of ecomomic growing in the whole country,lots of resource-based cities emerged,making great contributions to China's economic development and national strategic security.However,most industries in the resource-based areas are developed with a focus on the development and utilization of mineral resources,resulting in material property dedicated in the resources industry.All these have lead to the common problem of structural singleness in resource-based regions and strong path dependence of the economic development on the resource industry.Especially,under the condition of natural resources increasingly depleted,it is an urgent topic for the resource-based areas,that how to get rid of resource constraints and achieve the sustainable development of economy.It has been proved in both theory and in practice that the international industrial transfer is an effective approach to a regional industrial structure optimization.After 2008,the outbreak of the global financial crisis,new features and new trends emerged in the international industrial transfer.The resource-based areas should use their own advantages to grasp the current favorable situation,and to change the current abnormal status of the industrial structure with the help of the international industrial transfer.This paper,taking the typical resource-based area of Shanxi province as an example,explores the optimization of industrial structure in resource-based regions from the perspective of international industry transfer.This paper synthetically uses the theory of Political Economy,Industry Economics,International Economics,International Trade,New Institutional Economics,Macroeconomics,and the System Dynamics to depict,using comparative static analysis,mathematical analysis,logical deduction method,archetypes analysis,and measurement statistics to research the optimization of industrial structure in resource-based regions.Firstly,this paper puts forward the goal of optimizing the industrial structure of resource-based areas.At the same time,it constructs the resource-based regional industrial structure evolution model under the closed condition and the open condition,and uses comparative static method for the comparative analysis,setting up a theoretical framework for the subsequent study.Secondly,this paper uses logic deductive method and archetypes analysis method to research the theoretical basis,specific mechanism and constraint factor of international industry transfer to promote the optimization of industrial structure in resource-based areas.On this basis,it combines the three paths of the international industrial transfer: international trade,international outsourcing,foreign direct investment into one mathematical model for further demonstration and comparative study.Thirdly,this paper uses the method of descriptive statistics,taking typical resource-based region,Shanxi province as an example for the empirical analysis,and uses cointegration model to further statistical test for the measurement of the empirical results.Finally,based on the results of the theoretical and empirical analysis,this paper puts forward corresponding ideas and specific suggestions on accelerating the pace of international industrial transfer to drive the rational,high and ecological development of the resource-based regional industrial structure.The main conclusions of research are as follows:(1)This paper sketches out the law of industrial structure evolution of resourcebased areas under the closed condition and the open condition.Through the comparative analysis,it is found that undertaking the transfer of international industry can break the industrial supply lock and industrial demand lock effect under the closed condition,thus accelerating the pace of industrial structure optimization in resource-based areas.(2)Based on the economic and industrial characteristics of resource-based areas,this paper reveals the functional mechanism of the three paths of international industrial transfer on the optimization of industrial structure in resource-based areas.It is found that international trade,international outsourcing and foreign direct investment can change the industrial supply,market demand structure,technical level and system supply of resource-based areas through the flow of international manafacturing factors,promoting the optimization of local industrial structure.(3)Different from the previous scholars' researches of single path,this paper constructs the model of the industrial structure conduction effect of the international industry transfer,and combines the three paths into one theoretical analysis framework for analysis.It also divides the international industries transfer into three stages: the primary stage of international trade,the intermediate stage of undertaking international out sourcing,and the dvanced stage of foreign direct investment.(4)This paper expounds,using descriptive statistical methods,the relationship between the transfer of international industry and the change of industrial structure in Shanxi Province.The results show that,although the industrial structure of Shanxi province has accumulated a lot of problems for a long time,the industrial structure of Shanxi province has been improved to a certain extent,along with the accelerated pace of undertaking international industrial transfer.(5)This paper validates the influence degree of the international industrial transfer on the industrial structure change in Shanxi province through the cointegration model.The results show that generally undertaking the international industrial transfer promotes the optimization of industrial structure in Shanxi province to a certain extent.In particular,among the three paths of international industrial transfer,the general trade has the most obvious effect on the optimization of industrial structure in Shanxi Province.At present,Shanxi Province mainly relies on the general trade model to realize the optimization of industrial structure.Combined with the conclusion of mathematical model,it can be concluded that Shanxi province is still on the primary stage of international industrial transfer.The industrial restructuring role of undertaking international outsourcing and foreign direct investment is not significant,and there is room for further improvement.(6)Combined with the theoretical analysis and empirical results,this paper focuses on accelerating the pace of undertaking international industrial transfer to drive the rational,high and ecological development of the resource-based regional industrial structure.This paper holds that through rational planning of the industry distribution of international industrial transfer projects,constructing a reasonable flow mechanism of resources to break the path dependence and factor locking effect,to achieve the rationalization industrial structure in resource-based areas.By focusing on introducing international industries with high technological,and turning exogenous driving force into the endogenous,and other ways,to get rid of extrusion effect on the technology,personnel and other elements from the natural resources,and the high development of resource-based region's industrial structure could be promoted;Through the establishment of resource-based regional sustainable economic development concept,and improving the law and system for the protection ecological environment to accelerate the ecological development of industrial structure in resource-based areas.The innovation of this paper lies in the following: firstly,different from the singlepath study of international industrial transfer by previous scholars,the article combines three paths into one model for a comprehensive analysis,then divises international industrial transfer into three stages,according to the technical level of the transfer industry.Secondly,the existing literature on the industrial structure effect of undertaking international industrial transfer,often stand in the perspective of the country or the domestic developed areas,less resource-based areas as the research object.In this paper,multi-disciplinary theories are applied to the optimization of industrial structure in resource-based areas.And the essay focuses on how to achieve industrial structure rationalization,high degree and ecologicalization in the new round of international industrial tide for the resource-based areas,aiming at putting forward a new idea for industrial structure optimization in resource-based areas in the background of an ever stronger trend of globalization today.Thirdly,in the study on industrial structure effect of undertaking international industrial transfer,most scholars only stay in the path of research,less discussion of constraints.Combined with the characteristics of resourcebased areas,this paper uses archetypes analysis of System Dynamicsand to summarize the limitation factors of international industrial transfer on the promotion of industrial structure optimization,making the related theory more practical and more instructive.The inadequacies of this paper and the need for further improvement are: firstly,this paper does not propose a comprehensive measure of the level of industrial structure development indicators,I will continue to study the statistical methods,and design a more scientific,reasonable and thoughtful index system in the future.Secondly,for the limitation factors of international industrial transfer on the promotion of industrial structure optimization,the paper does not use the computer simulation software to carry out simulation test and forecast analysis,which will become the emphasis of the next research.Thirdly,the development stage,the characteristics of economic development and industrial structure in different resource-based regions are very different,and this article only takes a typical resource-based region of Shanxi Province as an example to be studied,there are few studies for other resource-based areas.Therefore,the classification,phased research will be the main direction of the next step.
