Science and technology are the most important primary productive forces today.Governments have done a lot to promote investment in technological innovation,but the lack of effective evaluation of the performance of the Technology Investment Project is still a problem.After researching on current management of the technology investment project,the author find the national or local technology investment projects which is declared by units or individuals emphasize more on the application of programs,and relatively neglects the level of quality of scientific and technological achievements.In order to evaluate the performance of the technology investment project effectively,in this dissertation the author selects the application technology investment projects as the evaluation objects to study.(1)With comprehensive application for the value analysis,balanced scorecard,process management theories,a three-dimensional evaluation model from value,balance characteristics,the flow properties and other aspects of the technology investment project(application class)is built,which include the following:creating the Value Map of the Technology Investment Project(application class)from the results of the project application,project benefits,project management,the satisfaction of expectations and other elements,bringing out that the technology investment project(application class)should be taken account of four types of balance which include short-term and long-term,financial and non-financial,process and result,internal and external;dividing into four stages which include project approval,execution,completion of the project and project performance tracking in accordance with the project life cycle and summarizing the key of evaluation of different stages.(2)On this basis the author establishes an evaluation index base of the technology investment project(application class),this index base aims at maximizing the value of performance of the technology investment project(application class)which include four critical success factors,18 views of evaluation and 63 indexes of evaluation.The index base covers the whole management of the value of projects,and concentrates more on common metrics and quantitative/qualitative coexistence,and sets up applicable industries and stage properties to guarantee applicability and sustainability of the index base.Meanwhile the author summarize the 'five steps theory' application methods of the index base which include the selection of index,initial screening,expert evaluation,installment of the standard,and comprehensive assessment.According to the complexity of the performance evaluation for the Technology Investment Project(application class)the author describes the entire workflow of performance evaluation of the preparation,implementation,evaluation,dispute processing,records management and supervision of evaluationand each ofthe stage of the projectemphasizesdifferrently.The first stage focuses on the preparationthe next stage foucoses on the progress.The third stage emphasizes the quality,the last stage is mainly to track the effect of the application and promotion.(3)After the formation of the scientific business model architecture the author set up a performance evaluation model of the technology investment project(application class)by way of data model,and process index hierarchy division and weight installment by way of Analytic network process(AHP),and apply the gray degree method to set rates matrix and determine the gray class of evaluation,gray evaluation coefficient,gray evaluation weight vector and weight matrix,process comprehensive evaluation of calculation,and gets the comprehensive evaluation value.(4)To study the application of big data technology in the performance evaluation of science and technology investment project(application class),analyze the data ecosystem of science and technology investment project(application class)performance evaluation,and summarize all kinds of big data technology applied in the performance evaluation of science and technology investment project(application class).This dissertation discusses the architecture of big data platform in performance evaluation of science and technology investment project,optimizes the Apriori data mining algorithm to speed up efficiency the big data mining,and ensures the effective use of big data in the performance evaluation of science and technology investment project(application class)technology.(5)Put forward the block chain and intelligent technology application in the technology investment project contract(application)performance evaluation,analyzes the possibility of intelligent contract application,discusses the operation mechanism of intelligent contract in technology investment project evaluation,preliminary design of intelligent contract in technology investment project evaluation platform based on the prototype,summarize the process of combing the establishment of intelligent contracts in the technology investment project evaluation,and finally takes"satisfaction" as the example of logic evaluation algorithm of intelligent contract.(6)Finally,there is a practical case of project performance evaluation in application technology investment project,which is used to verify the methodology described in the dissertation.
