In today's world,scientific and technological innovation plays a more and more important role in the development of a country's economy and the promotion of comprehensive national strength and international competitiveness.Innovation is the driving force of our great Chinese nation to realize the great revival strategy indispensable;but also to build a technology powerhouse,the key to promote China's economic fast and good development of the great rejuvenation of the strategic objectives As to how the performance of technology input is at the end and how to achieve optimal output,a strong answer should be made in the actual decision-making process.Based on this,it is of great significance to study the human performance of scientific and technological input and output,and maximize the output value of the original limited inputs.This paper constructs a performance evaluation system of science and technology,science and technology of Shandong province from 2006 to 2015 and the performance of the empirical research,finally based on the results of the analysis gives some practical significance for Shandong Province,the relevant policy recommendations.This paper consists of 5 parts.In the first part,the introduction,introduces the background of this topic,the significance of the study?review of domestic and foreign research and research ideas and contents.In the second part,the concepts related to the performance of science and technology investment are expounded.Based on the principles of economy,effectiveness,sociality,public welfare,systematicness and feasibility,10 indexes are selected as the initial index system to evaluate the performance of science and technology investment.The third part of this paper is the core of the article.Firstly,the basic principles of principal component analysis,grey correlation analysis and data envelopment analysis(DEA)are introduced.Then Combined with the former two methods,we will further screen the primary index system formed in the previous chapter.Finally,the performance evaluation index system composed of 5 indexes is formed,and then the DEA method is used.The fourth chapter is the empirical analysis of the performance of science and technology investment in Shandong from three aspects of comprehensive efficiency,technical efficiency and scale efficiency in the third chapter.The fifth chapter,according to the results of the fourth chapter of empirical research,provides some countermeasures and suggestions for Shandong science and technology investment,hoping to provide reference for the relevant departments.The data involved in this article are from the statistical yearbook,data processing and model implementation based on MATLAB software and DEA Solver.
