Currently, the technology innovation has to depend on the cooperation among different departments. So the essence of the technology innovation is the cooperation innovation. Tech-nology innovation is a kind of complex system, which has many elements and can be affected by environmental factors. The simulation model based on multi-agent is an effective tool for this kind of system. Current researches neglect the nature of the cooperation innovation, which is the key for the simulation model. In this paper, the simulation model is constructed from bottom to up. The purpose of this model is to describe resource, subjects and interaction among them. The complexity and emergence of cooperation innovation system can be indicated by this model.The framework of this article is as follows:The concept model, firstly, for technology innovation cooperation is proposed, which is based three axioms. The essence of ten kinds of technical cooperation innovation mode can be explained by this concept model. Then the simulation model is constructed based on this concept model, which can describe one kind of innovation called research contract. At last, partner selection will be solved by this simulation model. Moreover, the results of empirical study can be included in this simulation model.The main contents of the paper are shown as follows:1. There are many researches about the technical innovation cooperation patterns. But the essential characters of these patterns have not been discussed by any of them. To this end, a novel method is applied in this paper. The question about the essence of the technical innovation cooperation is decomposed into find the nature of the technology. Based on 3 axioms by B. Arthur, it has been proposed that any kinds of technology are constructed by much knowledge. As a result, the innovation cooperation is a process of combining knowledge. The common feature of 10 innovation cooperation patterns can be explained by the theory above. Furthermore, the 5 patterns and impetus of technical innovation cooperation have been proposed in this article.2. Research contracts are one of important pattern in technical innovation cooperation, which is wildly used in e-government and weapons development fields. Based on the concept model discussed above, the simulation model for research contracts is constructed in this paper. The partner selection, research cost, quality flow, radical development and gradual development are implemented in this model. Final, a test for this model is used to prove the validity of this model.3. Partner selection is one of important step in the innovation cooperation. Based on the simulation model discussed above, the strategy about partner selection is discussed in this sec-tion. The strategy includes the abilities of the entire possible partner in the market, the Kene of research projects and selection algorithms. A novel data generation method has been proposed in this section, which can transform empirical studies into simulation data. There are relation-ships among the Pareto index, enterprises scale in market and innovation capabilities according to current researches. Based on these theories, the data about partner and research projects has been generated in this section. Moreover, the 3 selection algorithms have been implemented in the simulation model. Finally, the result has been discussed.
