The railway information technology services,as a representative,bring convenient and also create new problems at the same time facing the strong striking of the Internet plus tide,a rapidly changing market environment and rapid technological revolution,the information technology with 12306 platform,95306 platform,station car Wi-Fi service and so on,which is constrained by the railway transport service and the integration between information technology services,as a kind of industry government choice,whether the railway information technology service outsourcing can enhance the level of railway industry information technology services and strengthen the core competitiveness of the railway service,then realize the new normal of the railway development and provide strong support.In this paper,the essence of railway information technology service outsourcing is a kind of double principal-agent behavior,the generalized contract is considered as the carrier in general,the non-secret-involved railway information technical resources,personnel and the whole process of business management are transferred the market supply.As an important gripper of the railway industry market-oriented reform in China,which has gradually integrated into the complete system of railway transportation product and become the important factors influencing the railway market share.Based on aforementioned discussions,first,the economic path of railway information technology service outsourcing is explained,which includes unique economic attribute,important characteristics and the precondition.Then the double principal-agent behavior analysis framework of the railway information technology service outsourcing is constructed,and three types involved main body of the dual-chain agent are revealed in this paper.The railway information technology service users,Chinese railway head office and the relevant departments and the railway information technology service provider have double principal-agent relationship between the dominant and recessive,the dominant and recessive double principal-agent relationships and the existence of important characteristics are put forward:the heterogeneity of the whole service users identity structure as original principals,the double identity characteristics of principal-agent in Chinese railway corporation,the double risk of principal-agent relationship and extensibility caused by risk principal-agent chain.According to the basic analytical framework,in this paper,the root of causing risks about the railway information technology service outsourcing double principal-agent behavior at different levels as well as the corresponding system of governance are discussed.Among them,the non-symmetric information,the invalid initial client supervision,opportunism and not enough incentive mechanism are the main cause of primary principal-agent risk,while the supply uncertainty and incompleteness of contracts and the non-symmetry information are important reasons causing secondary principal-agent risk.To be against these risks,the management system based on the core of internal competition mechanism for the primary principal-agent risk needs to be constructed,and the core of the scientific selection mechanism for the primary principal-agent risk is established.In addition,in order to make up the insufficient of the third dimension supervision mechanism,this paper argues that the railway information service governance system based on the public participation still need improve,that is to say,the evaluation and control of railway information technology service outsourcing quality level of the whole service consumers evaluation mechanism of are introduced.In this paper,the concrete factors influencing the outsourcing decision-making behavior are summarized as the following three categories,railway information technology services economy property,the principal resource organization ability with double identity of Chinese railway corporation,as well as political and institutional environment of the market according to railway information technology based on the double principal-agent analysis framework of service outsourcing,the above factors have been validated using factor analysis and structural equation,the complexity and asset specificity have a significant effect on the decision-making behaviors an important part of railway information technology services economic properties,moreover,the political relevance of the central government spending and the system internal competition have also a significant effect on the decision-making behavior,the different conclusion is obtained while the Chinese railway corporation economic or financial capacity and outsourcing management level for the characterization of market system environment on the decision-making behavior is validated:outsourcing management level has a significant impact on the decision-making behavior,but the economic or financial capacity has little influence on decision-making behavior.
