In the context of the world economy tending towards service-oriented economy and tourism becoming the world's largest industry,the process of service outsourcing for the development,renovation,publicity,promotion,and later maintenance of tourism projects is particularly important.According to relevant data,China's tourism market has maintained rapid development in recent years,adding huge benefits to China's economy society.However,in the process of the vigorous development of tourism in our country,there have been many problems,such as the low level of development of tourism resources,the weak competitiveness of tourism enterprises,and the low efficiency of management mechanisms.In this context,the paper establishes a principal-agent model under a variety of scenarios between government and corporate partners.It provides an effective incentive mechanism for the government and enterprises to cooperate in the development of the tourism industry and provides a reference for government policy formulation.Considering the information asymmetry in the case of a single agent,the degree of risk aversion of the enterprise,market uncertainty,and government participation,combined with model analysis and numerical analysis,product prices,risk aversion,market uncertainty and the change of the cost coefficient of both the government and the enterprise influence the degree of effort of the government and the company,the performance sharing coefficient and the system output.Finally,considering the mechanism design of multi-agents,the relative performance indicators are introduced into the model,which proves that the introduction of relative performance indicators is beneficial for increasing the effectiveness of government incentives.Through the above analysis,the following conclusions are drawn: 1.Information symmetry is favorable to avoid problems such as adverse selection and moral hazard that may achieve mutual benefit and win-win of both parties.2.The output of the entire service outsourcing system is affected by a number of complex influencing factors.When choosing a cooperative agency,the government should carefully select some enterprises with well ability of risks taking,play the role of governmentsupervision and management in the cooperation process,and strive to create a good environment for cooperation reduces the degree of uncertainty in the system and increases output.3.The introduction of relative performance indicators is favorable for accurately reflecting the efforts of agents and improving the efficiency of government supervision.At the same time,it can also increase the trust of agents in the government,increase their efforts,and increase overall profits.
