Research On The Influence Of Public Policy On The Development Ability Of Tendering Intermediary Service

With the development of modern market economy and market competition mechanism,tendering as a kind of organization to carry out preferential transaction competitive behavior of commodity trading,is as the main competitive procurement method of public procurement by various countries and international organizations.In recent years,the rapid development of tendering intermediary service has become an important means of allocating economic resources.International experience shows that public policy is an important factor affecting the development of modern service industry.Especially in the current period of China’s economic transformation,the reform of the system and the change of economic policy will have a crucial impact on the development of tendering intermediary service in the future.Therefore,to explore the impact of public policy on the development of tender intermediary service,which can promote the development ability of tender intermediary service in China,is of great significance towards professional,healthy and sustainable development of the tendering intermediary services.Public policy has direct and indirect impacts on the tendering intermediary service.On the one hand,the policy about tendering intermediary service directly affects the development direction of tendering intermediary service;on the other hand,public policy has the indirect impact on the tendering intermediary service through affecting the related industries.Industrial linkage theory is an important theoretical basis to explore the influence of public policy on the development of intermediary service.Therefore,based on the public policy theory,principal-agent theory,transaction cost theory and industrial linkage theory,we analyze the mechanism of internal and external factors that influence the development of tendering intermediary service.On the basis of this,we construct the evaluation index system of the development ability of tendering intermediary service,using entropy method to evaluate the development ability of tendering intermediary service in China from 2005 to 2014.The result reveals that the development ability of tendering intermediary service in China has a steady upward trend,and the average annual growth rate of development ability increased by 11.04%from 2010 to 2014,is 2.5 times the previous five years.It fully demonstrates the tendering intermediary service in China has great potential and has the trend of accelerated development.Secondly,to explore the theoretical mechanism and the path of impact from public policy on tendering intermediary service,the influence mechanism of public policy on tendering intermediary service includes a guiding mechanism,controlling mechanism and incentive mechanism.The influence of public policy on the tendering intermediary service mainly has the microcosmic path and the macroscopic path.At the micro level,public policy has the direct and indirect impact on the tendering intermediary service through changing the structure of the elements.At the macro level,the public policy affecting the tendering intermediary service includes industrial policy,fiscal policy and monetary policy,which can have a direct effect or the indirect effect on the tendering intermediary service through the related industries.Thirdly,on this basis,we construct the direct impact model and the indirect model to explore the impact of public policy on the tendering intermediary service empirically.By constructing a model of direct impact and indirect impact model,we analyze the impact of public policy in industrial policy on the development ability of tender intermediary service industry in our country.The research results show that:the industrial structure policy of market demand ability,talent support ability,continuous innovation ability has a significant positive effect;industrial organization policy has a significant positive impact on the market demand ability,talent support ability,policy;industrial technology policy has a significant positive effect on sustainable innovation ability;the implementation of security policy has a significant positive effect on policy support ability.And sort the factors that affect the development ability,the results show that:the market demand for capacity,industrial structure policy and industrial organization policy on the impact of market demand for the first two,industrial technology policy and the implementation of security policies on market demand The impact of industrial structure policy and industrial organization policy on market demand ability are the first two,and the influence of industrial technology policy and implementation protection policy on market demand ability is not significant.In the ability of continuous innovation,the impact of industrial technology policy and industrial structure policy on market demand ability is ranked as the top two.The influence of industrial organization policy and implementation protection policy on market demand ability is not significant.In terms of policy support ability,we implement security policy and industrial organization policy the impact of the market demand for the ability of the first two,industrial structure policy and industrial technology policy on the impact of market demand is not significant.Lastly,we put forward several suggestions to promote the development ability of tendering intermediary service from these aspects of perfecting public policy and relevant laws and regulations,establishing management system,strengthening supervision and improving service quality,and stress the guidance and support from public policy on tendering intermediary service.
