Transformation Industry Associations During Development And Related Policy Recommendations

Business association means the nonprofit caste organized by the enterprises in the same sector and interrelated organizations in order to protect and increase the same benefit of the sector.This thesis has described the concept, characteristics, and scope of business association. Basing on the specific periodical background of current altering society of China and focusing on the development of business associations in a developed city as a specific case, this thesis used the knowledge of politics, economics, principles of management and sociology to research and analyze business associationAs a result of the research and analysis, it was found that there were five major factors for the appearance and development of business association in the altering period: A. Alteration and vicissitudes of society. B. Development and perfection of market economy. C. Function change and structure reformation of government. D. Development of economy internationalization and globalization. E. Promotion of related policies and legislation, and there were three establishing modes of business associations, which were administration leading, market leading, integration of administration and market.This thesis then analyzed the role and function of business association, raised the opinion that the role of business association was the interest delegate of the business, and the three basic functions of business association, which were to protect interest of the business, to lower transaction cost and to manage the business.This thesis also analyzed the relationship and related management system between the business associations and government, considered that the business associations of Foshan had initially realized non-govemmental, independency, autonomy and formed a new management system of "separation of power, sole management" between the three apartments of supervision management, development and promotion, profession guide.This thesis summarized the current situation of development of business associations in Foshan and the six facing difficulties, which were role, capital, human resources, credit, participation and supervision embarrassment.This thesis finally raised five policy constructions from the angle of formulation of public policy and execution of public management: First is to create a fine policy environment; Second is to establish a perfect management system; Third is to execute active assisting policies; Fourth is to authorize necessary management functions; Fifth is to offer necessary government regulations.The author wrote this thesis basing on deep knowledge study and rich working experience, there were theory study as well as analysis on specific cases in this essay. There is active significance for riching theory study on business associations and guiding the development and practice of business association.
