The Assessment Research On Regional Innovation Resources Of Integration Ability Based On The Open Innovation Environment

Under the open innovation environment,the ability to integrate internal and external innovation resources effectively is the key factor to influence innovation performance.However,innovation capability is influenced by multiple factors and constraints.This article based on the perspective of open innovation system and clear the key factors that affect regional innovation resources integration ability,system analysis the present situation of the regional innovation resources in Anhui province.As it is difficult to determine the evaluation benchmark problems,according to the multiple expert understanding of the innovation index of benchmarking,this study proposes a new model based on fuzzy model of comprehensive evaluation model of regional innovation resources integration ability,and the empirical analysis with empirical evidence in Anhui province.The main research work of this paper is as follows:(1)The formation mechanism of regional innovation resources integration capability integration analysis framework.Article summarizes the related theory of innovation ability of enterprise integration system literature,and this paper based on the perspective of open innovation system,with open innovation,innovation ecology as the theoretical foundation and the national innovation system,the system integrates the dynamic capability theory,theory of knowledge based view,ability view,from the behavior motive,behavior way and the institutional environment and so on.This paper build the integrated theoretical analysis framework which included innovation atmosphere,absorptive capacity,knowledge integration and system environment of the regional resources.(2)Current situation and problem analysis of regional innovation resources.By using resources from Anhui statistical yearbook,"China regional innovation capability report" and "China Science and Technology Statistics Yearbook" and other information,this paper in-depth analysis of the present situation and problems of internal innovation resources of Anhui province based on R&D funds and R&D personnel number,patent number,research institutions and so on.In addition,compare the external innovation resources in Anhui province,according to the China regional innovation capacity report(2011-2013)",this paper analyze the current situation of regional innovation ability in Anhui province and external comparison based on the ability of knowledge creation,knowledge acquisition ability,innovation ability,innovation environment and innovation performance and so on.By comparing situation of internal and external innovation resources,in order to more fully grasp the basic situation of the regional innovation resources in Anhui province,lay a foundation for subsequent analysis of the comprehensive evaluation.(3)Based on the fuzzy comprehensive evaluation model of regional innovation resources integration ability benchmarking study.Establishing evaluation standard is the foundation of the evaluation of innovation ability.As the regional innovation resources integration capability is a very complex system,involving technology,economy,management,social and many other complex factors,different industries,different regions have a big difference in the evaluation of the benchmark.Paper puts forward a kind of regional innovation resources integration capability evaluation based on fuzzy benchmarking to determine methods,based on the region and the industry,the use of expert knowledge to determine the appropriate evaluation benchmark.In the work of regional innovation resources evaluation based on the qualitative information and quantitative information,uncertain information and incomplete information exists at the same time,the situation of application of evidence reasoning operator to multiple evaluation information aggregation,build based on the fuzzy model of comprehensive evaluation model of regional innovation resources integration ability.(4)Based on the fuzzy model of regional innovation resources integration ability empirical research.In order to verify that the building of regional innovation resources integration based on fuzzy model ability to research the effectiveness of the comprehensive evaluation model,the paper select 16 cities in Anhui province in 2013 as the object of evaluation,resource integration of the regional innovation ability for empirical research,and the ability of innovation resources and innovation atmosphere,the absorptive capacity of innovation resources,innovation resources output points index evaluation analysis.From points index evaluation and the innovation resources conformity ability comprehensive evaluation results of 16 cities in Anhui province,Hefei,Wuhu,Chuzhou,Bengbu,Ma Anshan and other five areas of innovation resources integration ability is stronger,especially in Hefei and Wuhu,innovation resources integration ability is well ahead of other cities.And Fuyang,Suzhou and Bozhou innovation resources integration capability is relatively weak,at the end of the innovation resources conformity ability is located in Anhui province,three innovation resources integration ability needs to be strengthened.
