Our country has become the world's second largest economy in 2010,and our total investment of science and technology has over taken Japan in 2013,which made China become the world's second largest R&D expenditure country.However,compared with developed countries,whether China's strength of S&T has led the world or not,it attracts more and more people's attention from governments and research institutes.Japan is geographically similar to our country,and shares deeply historical origin.Choosing it as comparative object,which means to analyze the differences of these two countries,can explicit China's superiority and disparity,understand the status of S&T,and explore the ways to improve or enhance the strength of S&T.In traditional research,most people treat strength of S&T as a system which is composed of input,output and so on,and evaluate it by using comprehension method.With the promotion of the literature database and the importance of S&T papers,more and more scholars start to focus on the research of the evaluation of scientifical and technological strength from the perspective of S&T papers.This dissertation is taking this as a breakthrough point,apply to a comparative research between China and Japan from the persective of SCI,which is widely accepted and used all over the world.On the basis of review on the perspective of S&T research,foreign and domestic research on evaluation of scientific and technological strength,it uses scientometrics,data mining and overall merit,and separately uses the comparative analysis of single indicator and comprehension evaluation of multi indicators to compare the strength between China and Japan from the perspective of domestic papers' amount,domestic papers' quality,leading status of international cooperation papers,and comprehensive comparison.This dissertation will broaden the scope of research on strength of S&T from SCI,and provide refrences for formulating polies of governments and relative organizations.First of all,selecting numbers of domestic papers,increasing numbers of domestic papers,the growth rate as the evaluation indicators,using all the single indicators separately,it compares the strength of China and Japan from perspective of domestic SCIpapers.The results show that,from the aspect of domestic papers' number,China's scientific and technological strength is stronger than Japan's.Then it sets subject categories,reference number,type of literature and so on as the relative factors of domestic papers' number,and comparatively analyzes quantitative characteristics of domestic papers' number between China and Japan by using single indicators or multi factors correlation.The results show that the difference of the strength between the two countries has been acted on by the factors like categories,reference number,etc.And just due to those factors which bring the different characteristic,it leads China has overtaken Japan in numbers of domestic SCI papers.Secondly,from the perspective of domestic papers' quality,which can be evaluate from two aspects--the citation and quality zone,it selects citiation numbers,citation frequency,citation rate,papers' number in Q95 zone,papers' number in Q0 zone,and so on as the evaluation indicators,uses all the single indicators separately,and compares the strength of China and Japan from perspective of domestic SCI papers' quality.The results show that,from the aspect of domestic papers' quality,China's scientific and technological strength is weaker than Japan's.Then it sets subject categories,reference number,type of literature and so on as the relative factors of domestic papers' quality,and makes average journal impact factor percentile and citation frequency as the core,separately constructs multiple linear regression model and regression tree model,comparatively analyzes quality characteristics of domestic papers between China and Japan.The results show that the difference of the strength between the two countries has been acted on by the factors like categories,reference number,etc.And just due to those factors which bring the different characteristic of domestic papers' quality,it leads Japan has overtaken China in quality of domestic SCI papers.Thirdly,from the perspective of dominant status of international cooperation papers,which can be evaluate from two aspects—papers cooperated by China and Japan,papers produced by China or Japan with other countries,it selects leading number of papers,leading rate of papers,and so on as the evaluation indicators,uses all the single indicators separately,and compares the strength of China and Japan from perspective of dominantstatus of international cooperation literature.The results show that,from the aspect of leading status,China's scientific and technological strength is stronger than Japan's.Then it sets subject categories,numbers of author,citation frequency and so on as the relative factors of leading status,and makes leading papers as the core,constructs Logistic regression model,and comparatively analyzes leading characteristics of international cooperation papers between China and Japan.The results show that the difference of the strength between the two countries has been acted on by the factors like citation frequency,categories,etc.And just due to those factors which bring the different characteristic of leading papers,it leads China has overtaken Japan in dominat status of international cooperation SCI papers.Finally,from the perspective of comprehensive comparison,it gets the indicators system on the basis of summarizing the single indicators using before,and give the weights of all the indicators by the combination method of AHP and entropy.Then,it comprehensively compares China's strength with Japan by using the method of grey correlation analysis,TOPSIS,and osculating value.The results show that China's strength of S&T has been stronger than Japan.This dissertation takes Japan as a comparison object instead of analyzing our countries' s scientific and technological strength in isolation,which obtains practical significance;it can also guarantee the accuracy and reliability of the results by using SCI primitive attributes from multi angles;it enriches the extent of research on scientific and technological strength by dividing SCI papers into domestic papers and international papers;and it broaden the scope of research by combing the method of data mining,statical analysis,and so on.Future research will be based on the current research results,and actively explore the joint application of numbers of literature database,and comparison between numbers of countries.
