At present,industrial development is faced with pressure to promote the optimization of spatial pattern,improve the economic-ecology spatial coordination and accelerate the power conversion of economic growth,both in the city and regional level.The solution of these problems put forward new requirements to the industrial development.The construction of industrial eco economic system is an effective way to realize the synergy development of industrial economy-ecology value with high level.The spatial equilibrium is the embodiment of the economy-ecology space characteristic of industry development.The spatial equilibrium optimization of industrial eco economic system is the integration of the external and internal mechanism of the economy and ecology coordination of the industrial development.In this paper,the evaluation method of economy-ecology space coordination of regional industrial spatial distribution is studied,and also the equilibrium strategy,the relationship between equilibrium strategy and system efficiency.Spatial heterogeneity,such as economic basis,ecological capacity in different areas is an important source of ecological space unbalance of industry.Firstly,this paper expands the traditional income distribution Gini coefficient,and constructs a kind of environmental Gini coefficient calculation method based on the continuous distribution.By incorporating spatial heterogeneity into the structure of the Gini coefficient,the environmental Gini coefficient under the condition of spatial heterogeneity is constructed.This paper uses the Gini coefficient to evaluate the economic and ecology balance of China during the period from fifteen to 12th Five-Year.The results showed the continued deterioration of the ecology and economic space balance characteristics in China during the period from fifteen to 11th Five-Year combined with the spatial heterogeneity,and spatial equilibrium get a raise during the period of 12th Five-Year.Spatial heterogeneity is an important source of the non-equilibrium of industrial economy-ecology space.Secondly,the spatial heterogeneity is incorporated into the general equilibrium framework of urban industrial spatial distribution,and a spatial equilibrium optimization model is established.The article takes the enterprise,the government both sides as the decision-making body,considering the utility maximization,production and operation cost constraints.Under the government's economic and ecological balance goal,the corresponding spatial equilibrium optimization strategy is obtained,and the relationship between equilibrium strategy and industrial characteristics is analyzed.The effects of equilibrium strategy variables on urban industrial layout and industrial structure are simulated,and the comparative analysis is did combining with the industrial layout policy of Shanghai City.The results show that:the closer to the city boundary of new industrial district center the more easily to promote a leapfrog development of city industrial zone;lower enterprise migration cost and enterprise energy consumption will increase the threshold of industrial land development cost,while the relationship between enterprise size and the threshold value is on the contrary;if the size of enterprise has larger elasticity on area demand than on marginal migration cost,then large enterprise will have high bid price gradient,and the heterogeneity of policy reaction of enterprises will decrease the gradient.The empirical analysis indicates that the industrial layout adjustment of low energy consumption enterprises in new industrial planning should not be excessive against the current industrial structure of Shanghai;the current industrial structure of Shanghai still has certain improvement space in the promotion of low energy consumption industry.On the basis of the spatial equilibrium model of industrial eco economic system inside the region,this paper further study the spatial correlation of industrial activities,and the spatial equilibrium optimization model of trans regional industrial eco economic system is constructed.This paper analyzes the corresponding industry spatial optimization strategy cross regions and the industry tax adjustment mechanism under different industrial spatial correlation patterns.The numerical simulation is carried out on the equilibrium strategy.The results reveal the cross regional industrial equilibrium distribution characteristics with spatial heterogeneity,and the corresponding tax regulation mechanism:?For the industry in and inter regional industry associations are strong industrial type,the equilibrium spatial distribution changes with the change of trade cost,and presents a stable path evolution trend.The impact of regional differences in land supply and other factors on the evolution is small,but the heterogeneity of business has main effect on the evolution of the path.Under the influence of the regional land supply,trade cost and other factors,the corresponding tax policy of this kind of industry is stable.?For the industrial type with strong correlation within the region,the weak correlation between regions,the equilibrium distribution is influenced by the difference of land supply between regions.Following the expansion of regional differences in land supply,the evolution range move from low to high cost of trade,showing a "mutation" trend.? For the industry with weak correlation in the region and strong inter regional correlation,the evolution of equilibrium state of the spatial distribution is a wide range.Following the expansion of regional differences in land supply,the evolution range move from low cost of trade to high,also showing a "mutation" trend.For the latter two industries,in order to promote the goal of economic and ecological balance,it needs to implement differentiated regional industrial tax policy.The spatial equilibrium optimization strategy of industrial eco economic system is the result of "game" under the general equilibrium framework,which emphasizes the allocation efficiency of the factors,and the relationship between the allocation efficiency and the production efficiency is unified.Finally,this paper constructs a kind of path to study the relationship between the economic-ecology equilibrium of industrial distribution and industrial technology,based on the econometric method.The research results reveal the consistency between the spatial distribution of economic-ecology balance and TFP growth:?industrial capital scale heterogeneity will effectively ease the contradiction between economic development and environmental pollution.The technological progress only pay attention to economy benefits will aggravate the non-equilibrium of regional industrial ecology and economy compared to those focus on low energy consumption.In the short term,the scale construction of industry has more significant effect on the equilibrium of regional industrial ecology and economy compared to the technology promotion of low energy consumption industry.? Classifying industry type according to the energy consumption characteristics,those areas with a balanced industrial structure and coordinating technology efficiency level can effectively balance the industrial economic benefits and environmental benefits,and are prone to get high output and low emission results.The upgrade of the industry technical efficiency can reduce the economic-ecology disequilibrium of the space layout caused by the imbalance of industrial structure.? the technology convergence has significant influence on regional industrial emission-output elasticity,and can promote the industrial economic benefits of industry,and can also effectively inhibit industrial pollution emissions.Comparing with the technology convergence focus on industrial economic benefits and the balance type,the technology convergence taking industry energy consumption characteristics as a reference can effectively improve the industrial output,and also can enhance economic-ecology coordination of industry layout.The space equilibrium analysis of the industrial eco economic system and the research of layout optimization reflected the "emergent" path from the industrial microscopic body behavior optimization to the macro industrial spatial distribution characteristics.According to different regional space,different types of industry,this paper study the corresponding industrial spatial equilibrium distribution,and the mechanism of the industrial layout optimization.The research shows that the industry technology progress with lower resource consumption,and industry system with space equilibrium characteristic can achieve economy-ecology coordination of industry development.
