Study On Development Mechanisms Of Green Agriculture

For a long time,agriculture has been in a basic,strategic position in China's national economy.Exploring the development model of modern agriculture,especially the development of green agriculture,has become the focus of attention in recent years.At the international level,green agriculture is an important model to promote the construction of ecological civilization and to protect food safety.And the development of green agriculture is still in the initial stage of exploration in China.The development of growth is slow.The main factor restricting the development of green agriculture in the final analysis is the imperfection of the development mechanism.Therefore,it is the key issue to promote the healthy and stable development of green agriculture in China how to scientifically construct the development mechanisms of green agricultural and reveal the economic effect contained.This is of great theoretical and practical significance for the development of modern agriculture and the construction of ecological civilization.On the basis of systematically summarizing the relevant theories and literatures of green agriculture and its development mechanisms,based on Industry life cycle theory,Infant Industry theory,Ecological agriculture theory and Mechanism design theory,the paper structures development mechanisms of green agriculture.First,this dissertation starts with the concept of green agriculture,the connotation,attribute of green agriculture and the relationship with organic agriculture,ecological agriculture and sustainable agriculture are analyzed.Second,this dissertation identifies the stage of green agriculture development.It forecasts the development period of green agriculture and development peak by defining the evaluation index of the development scale on green agriculture,and employing Logistic model,by green food monitoring area data in 1996-2014;At the beginning of the development of green agriculture,it forecasts the small cycles of similar life cycle curves;On the basis of the identifying the green agricultural industry,according to the theoretical studies,combining with the actual situation of the development on green agriculture in China,it constructs principle of mechanism construction and mechanism framework.Finally,this dissertation analyzes the scientific and technological innovation mechanism,the compensation mechanism,the insurance mechanism and the creditmechanism in the green agricultural mechanism system and puts forward the corresponding countermeasures.At the same time,use the time series econometric model to analyze the long-term effect of the existing mechanism,and use the panel econometric model to analyze the spatial mechanism of the existing mechanism.The key ideas presented in this dissertation are show as below:(1)Green agriculture has special attributes: weakness,systematic,sustainable and externality.Ecological agriculture is the primary form of green agriculture.Organic agriculture is the fine form of green agriculture.Green agriculture is the dominant mode of modern agriculture.(2)At present,China's green agriculture is in the stage of the transition from the initial stage to the growth stage.The scientific framework of the green agricultural development mechanisms should cover the main mechanisms such as scientific and technological innovation mechanism,compensation mechanism,insurance mechanism and credit mechanism.(3)According to the analysis of the mechanism construction,in order to promote the development of green agriculture and meet the functions of green agriculture development mechanism,build the green agricultural science and technology innovation mechanism that covers government macro-control,market demand orientation,government investment,incentive,fund management,intermediary cooperation and government protection.The long-term effect and spatial effect analysis can be concluded that green agriculture science and technology innovation has positive effect on green agriculture development;And construct the green agriculture compensation mechanism which is based on the government's macro-control,perfect the existing agricultural compensation,establish the green agriculture ecological compensation,the green agriculture derivative compensation and perfect the green agriculture compensation.From the long-term effect and the spatial effect,the agricultural compensation mechanism has a positive effect on the development of green agriculture;Construct the green agricultural insurance mechanism integrating risk assessment,insurance design,risk sharing,government induction and support,supervision and restraint.From the long-term effect and the spatial effect,the effect is not obvious,but still a positive relationship;Construct the green agriculture credit mechanism which covers the improvement of green agriculture quality standard,the improvement of green agriculture certification,the establishment of green agriculture regulation and the establishment of credit rating,From the long-term effect,the direction is reverse,the spatial effect does not exist.Compared with the existing literature,the main innovations of this study are as follows:(1)Based on the current situation of green agriculture development in China,this study chooses green food monitoring area as a measurement,uses Logistic equation to measure the stage of industrial development,combining with the research of green agriculture,and concluds that green agriculture is the stage of the transition in the early stages of the industry to the growth period.In view of the identification of the stage of green agriculture,adopt the new evaluation index,and conclude that there is a small cycle in the single development cycle of the industry is obtained.This conclusion complements the industrial life cycle theory.(2)Based on the theory of industrial life cycle,infantile industry,ecological agriculture and mechanism design,this study constructs the framework of green agriculture development mechanisms of green agriculture science and technology innovation,compensation,insurance and credit mechanism.And solve the main problems of the green agriculture development,which provides a new perspective in the related research.(3)The study uses the time series and panel metrology method to analyze the four mechanisms of green agriculture,and combine the long-term effect with the spatial effect to verify the positive effect and existing problems of the corresponding mechanism.It enrichs the research methods and mechanism research theory.(4)This study demonstrates the benefits of green agricultural producers,in the government under the guidance of different subsidies,using game analysis.And put forward a new model of government inducement and support.
