Industrial agglomeration,as an important organizational form to promote the rapid growth of regional economy, has been widely used in the world. However, the pollution emission on massive scales and crowding effect of industrial agglomeration bring us economic prosperity while at the expense of great pressure on the environment. How to balance industrial agglomeration and green development is a major challenge. As a major national development strategic region, the Yangtze River Economic Belt(YREB)has advantageous geographical location and resource advantages, the GDP of the YREB exceeded 40 trillion yuan in 2018,accounting for 44% of the national GDP.As the Yangtze River Economic Belt is to become the first showcase area of ecological civilization construction in China,it is significantly important to find in research how to realize regional high-quality development with ecological priority and green development as the paradigm. There is still some controversy about the impact of industrial agglomeration on green development. This paper reviews relevant theories and literature on industrial agglomeration externalities, innovation and green development, and accordingly puts forward three research hypotheses and uses panel data of 108 cities in the YREB from2009 to 2018 to conduct empirical research. The research mainly includes: firstly, measuring the industrial agglomeration level and building a comprehensive evaluation system of green development, using Arc GIS10.5 to describe the spatial and temporal pattern evolution of industrial agglomeration as well as green development in the YREB during the decade;secondly, constructing the fixed effect panel model to empirically test the impact of industrial agglomeration in the YREB on green development;finally, introducing innovation input to construct an intermediary model in order to test the influence mechanism of industrial agglomeration on green development. On this basis,a threshold regression model with innovation is established to further verify the influence path of industrial agglomeration on green development and categorize 108 cities according to the threshold value based on the reality.Compared with previous research, this paper studies based on the urban scale, from the perspective of the innovation to analyze the relationship between industrial agglomeration and green development. This paper explores the intermediary effect of innovation input and theoretically enriches the studies on the relationships between industrial agglomeration, innovation and green development. It also examines the industrial agglomeration nonlinear relation of green development using innovation as the threshold variable. The main conclusions of this research are as follows:(1)The industrial agglomeration and green development level of the YREB have similar spatio-temporal evolution characteristics during the study period, showing an obvious distribution trend of "high in the east and low in the west".From the perspective of spatial evolution, the region with high industrial agglomeration has the spatial distribution law along the YREB and the eastern coast. The high level of green development in the YREB presents a spatially declining feature of "the upstream area >the middle area > the downstream area" and with the green development level having increased significantly during the study period.(2)Industrial agglomeration in the YREB significantly promotes the green development level. It shows that industrial agglomeration has a significant positive environmental externality through the positive promotion of knowledge spillover and innovation. In regional heterogeneity analysis, the downstream areas of the YREB,of which the demonstration zone for promoting ecological progress has higher level of economic development and environmental protection entry threshold, thus industrial agglomeration promotes green development.(3)From the perspective of innovation input, this paper further explores the influence mechanism of industrial agglomeration in the YREB on green development, and finds that innovation plays a partial intermediary effect in the process of industrial agglomeration promoting green development. When innovation input is taken as the threshold variable, this paper finds that there is a nonlinear relationship of "double threshold" between industrial agglomeration and green development level. With the continuous increase of innovation input, industrial agglomeration turns into a positive effect on green development from a negative one,and the positive effect gradually increases after innovation input crossing the second threshold.
