With gradually deepening of the economic globalization and informatization degree,enterprises facing with the living environment and competitive environment is becoming more and more complex,which brings about a challenge to the development of the enterprise management,it also drives innovation to become an important means for enterprises and stand for the trend of enterprise development and national progress.of enterprise to the challenge,is the inevitable trend of enterprise development and national progress.The 18th National Congress of the Communist Party of China clearly put forward the viewpoint that the scientific and technological innovation is a strategic support to improve the social productive forces and overall national strength.strategic support of social productive economy,small and medium-sized enterprises(SMEs)play the signifacant role in promoting the social stability and cultural prosperity.However,compared with the industry large enterprises,SMEs personnel scale,assets scale and operation scale is small,in view of innovation itself has high risk and high investment and income uncertainty,more and more SMEs choose to seek cooperation with other enterprises,to achieve the optimal allocation of resources,keep the enterprise's core competitiveness.Nowadays,knowledge economy is coming,the competition rules of SMEs is changing dramatically,with knowledge as the main body of the competition form gradually become the mainstream of the SMEs competition,market competition is becoming more and more into knowledge and service competition.Knowledge has become the most important strategic resources of SMEs,through knowledge transfer so as to realize the knowledge transfer,knowledge sharing,knowledge creation,finally through the adoption of knowledge and development of SMEs established problem,bring high returns for small and medium enterprises,make the enterprises gain lasting competitive advantages.Therefore,the paper will be based on the background of knowledge economy,taking knowledge management,economics of innovation and technology innovation theory as the foundation,combining with the characteristics of SMEs cooperative innovation,building the research framework of knowledge transfer of SMEs cooperative innovation,to explore the factors of knowledge transfer in the SMEs cooperative innovation,knowledge transfer and risk analysis of it,putting forward the countermeasures to improve the performance of knowledge transfer.The main research content of this Paper(main research content)is as follows:Firstly,this paper analyzes the cooperative innovation behavior of SMEs and designs the knowledge transfer research system.Based on the theory of planned behavior to construct the theoretical framework of influence factors of SMEs cooperative innovation behavior,concordancing the multi-level system of integration of cooperative innovation influencing factors of small and medium enterprises,combined with many other key elements,discussesing the interaction relationship between various factors and the formation mechanism of cooperative innovation behavior,for the realization of the SMEs cooperative innovation,building harmonious cooperation innovation environment to lay the foundation of knowledge transfer.During the analysis of cooperative innovation of small and medium-sized enterprises,the main causes of knowledge transfer is the describing general process of knowledge potential difference,the research system is based on the theory of the cooperation between small and medium-sized enterprises in the knowledge innovation based on the transfer.Secondly,analysizing the ation mechanism of knowledge transfer factors in SMEs cooperative innovation knowledge transfer and its mechanism knowledge transfer performance evaluation and safeguard measures.On the basis of above analysis,using the improved mutation progression method to build SMEs cooperative innovation performance evaluation model of knowledge transfer.Through the rough and theory of knowledge transfer performance evaluation index system for scientific screening;with the combination of empowerment method according to the process of knowledge transfer of power,and identifying further possible risk,knowledge transfer for cooperative innovation performance evaluation index system and model of knowledge transfer in the building to provide the basis,according to the knowledge transfer performance evaluation results are put forward from the perspective of government and enterprises which improve the performance of knowledge transfer in the SMEs cooperative innovation measures,in order to promote SMEs cooperative innovation,cooperate innovation in knowledge transfer activities gradually mature to provide theoretical reference and reference.
