Nowadays, scientific and technological progresses gradually become the pacing factor ofeconomic development, while information technology and technological innovation are itsimportant driving force. In addition, it is said that science and technology are primaryproductive forces, which begins to achieve, especially in the time of knowledge-basedeconomy, where knowledge has became the first production factor and one of the mainsources of winning competitive advantages for enterprises. As for Chinese small and mediumsized enterprises, existence and development of small and medium sized enterprises play anessential part on national economy’s healthy development and stable operation. Restricted bysuch factors as the resources which belong to them, capability, technological capability and soon, it is very difficult for SMEs to gain, integrate and internalize the knowledge that is neededby them to development as large enterprises, only through integrating the knowledge of theirown or self-innovation, but to a large extent by trans-orginiztion and orginiztional learning aswell, so as to increase competitive ability and advantages in the fierce market competition.In the knowledge-based economy context, this dissertation is on the basis oforganizational learning theory, knowledge management theory and enterprise knowledgetheory, and combines them with the knowledge management practice of Chinese smallmedium enterprises. Besides, form the point view of organizational learning, the authorstudies deeply the procedure of small medium enterprises’ knowledge transfer, discusses itsprocess mechanism, makes a comprehensive evaluation of its ability of knowledge transferand knowledge risk identification, and promotes its successful operation, through all of whichsmall medium enterprises can improve their dynamic capabilities and competitive advantages.Research contents of this dissertation are as follow:In the first part, the author discourses motives (internal and external motives) of smallmedium enterprises’ knowledge transfer, and explains the necessity.In the second part, the author shows procedures of small medium enterprises’ knowledgetransfer and establishes an integrative framework. First of all, divide the general process intoknowledge acquisition and selection process, knowledge integration process and knowledgeabsorption and utilization process. Then discuss the internal mechanism of small mediumenterprises’ knowledge transfer, including learning spiral, learning approaches, learning modes and learning aptitude, whose comprehensive effect boost effective operation ofknowledge transfer. Next, analyze many factors that have an impact on the performance ofsmall medium enterprises’ knowledge transfer, which contains Object characteristics factors,Subject characteristics factors and relation characteristics factors, according to the propertiesof the factors.In the third part, the author uses evolutionary game approach to make mathematicalanalysis on small medium enterprises’ knowledge transfer, which includes the applicability ofevolutionary game approach, the general evolutionary game analysis between small mediumenterprise and their cooperative agents and the evolutionary game analysis on cooperationbehavior of members of small medium enterprise.In the fourth part, index system that can be used to measure the performance of smallmedium enterprises’ knowledge transfer is constructed, which is designed according toresearch achievements of scholars and institutes at home and aboard, knowledge capitalmeasurements and framework, and basic principle of balanced scorecard. And the evaluationindex system is based on four aspects: technological innovation, clients, employees andorganizations, and finally knowledge capital. Moreover, the author verifies the rationality andscientific feature of this index system by using basic principles of FANP and the specificknowledge transfer practice of Flowtecal Enterprise.In the fifth part, all kinds of knowledge risk and correspondent control strategies duringthe process of small medium enterprises’ knowledge transfer are analyzed. The author startswith basic connotation, categories and features of knowledge risk, and then the risks duringdifferent stages of knowledge transfer, including before-middle-after the transfer. What’smore, the author constructs the early warning index system of knowledge transfer and pointsout control strategies to help small medium enterprise control risks effectively.Finally, the author illustrates promotion strategies of small medium enterprises’knowledge transfer, which involves decreasing knowledge features, organizationarrangements, technical supports, relationship quality, incentive system and etc.
