Study On The Reform Of China's Athletes Insurance System

In competitive sports the elite athletes insurance acts as a vital method to transfer the risk and decrease the loss efficiently for athletes, which are not only protecting athletes, but also promoting the competitive sports develop sustainably. Hence, the research on elite insurance has an important theory and realistic meaning.Depends on the theory of insurance, the insurance includes three parts:the first one is social insurance, the second one is commercial insurance,and the third one is cooperative insurance. In the situation of planned economic system, the athletes insurance just expresses in the social insurance. After reforming the economic system, the problems of athletes insurance are concerned by the government offices. The thesis using the methods of literature review, comparative analysis, field research,mathematical statistics, analyzes the insurance system of outstanding athletes deeply. The conclusions will be as follows:First, the problems of elite athletes insurance are as follows: the market has enough potential to develop; insurance agencies develop slowly; lack of products innovation; the current sports management system restricts the development of commercial insurance; the related laws and regulations are not well established.Second, from the perspective of national elite athletes' disabled mutual assistance insurance, the results of this paper statistics analysis states low compensation occupy major roles in the whole compensation;the compensation quantity have different levels because of various project and risk.Third, from the perspective of national athletes' insurance market demand and supply, the commercial insurance effective demand and supply both have enough potential to develop.The suggestions will be as follows: First, learns experience from foreign developed countries. Change the functions of government and display the market functions; strengthen the sense of elite athlete' s commercial insurance. Second, reform on the sports management system and elite athletes insurance, and make market act as a decisive role, finally construct athletes' insurance system which majored in commercial insurance, based on social insurance. Third, practice the social insurance system of elite athletes, consummating the policy of elite athlete' s social insurance transferred and continued that realized the national management of athletes' social insurance. Fourth, found athletes insurance funds, revise and consummate the compensation standards, adjust and improve the athletes' payment standards, add in the coverage of non Olympic events, build professional captive insurance company gradually, insist and improve the system of elite athletes'mutual assistance insurance. Fifth, carry forward the reform of contemporary sports management system by top level design, push on enforced insurance by government method, build professional sports insurance company operating transfer from policy mode to commercial direction; innovate products and design products group of elite athletes' insurance.
