Research On Modern Agriculture Development Of Chifeng City In Inner Mongolia Autonomous Region

Agriculture modernization is essential to country modernization.Modern agriculture is the direction and trend of agriculture development in China.Developing modern agriculture is an effective way and an inevitable choice to solve the problem of "agriculture,rural areas and farmers" in China,build a new socialist countryside,promote the integration of urban and rural areas.Chifeng city is located in the southeast of the Inner Mongolia autonomous region.It is not only an important part of the bohai economic circle,but also the important ecological security barrier of Beijing,Tianjin and LiaoShen area.But in recent years,agricultural production environment of Chifeng City is bad.Soil erosion of Chifeng City is serious.Its water resources are shortage.These conditions severely restrict the agricultural development.Agricultural production efficiency is very low.Agriculture foundation of Chifeng city is relatively weak.Chifeng city belongs to less economic developed areas.Changing the traditional mode of agricultural production,establishing modern agricultural production system and developing modern agricultural production are effective ways and inevitable solution to solve resources and environment constraints,and improvement of agricultural production efficiency.This study takes comparative advantage theory,sustainable development theory,theory of technological advances,industrial structure theory,economic growth theory and so on as guidance.The research contents are mainly as follows.First,it summarizes successful experience of development of modern agriculture abroad.Second,it introduces systematically status quo of agriculture development of Chifeng city.Third,it assesses comprehensively development level of modern agriculture of Chifeng city.Fourth,it analyses comparative advantage of agriculture and animal husbandry products of Chifeng city.Fifth,it analyses basic conditions of modern agriculture of Chifeng city.Sixth,it discusses development models,implementation strategy and policy guarantee of modern agriculture of Chifeng city.This research comes to the following conclusions:(1)The existing problems in the modern agriculture development of Chifeng city are mainly as follows: Low productivity of cultivated land area is large and amount of high quality cultivated land area is small.Agricultural innovation ability is not strong,the agricultural technique service does not reach the designated position.Water shortage is serious.Agricultural resources utilization rate is low.Farmers' cultural quality is low.It does not establish long-term effective mechanism of the continuous increase in rural incomes.The challenge of agriculture development of Chifeng city are mainly as follows: Agricultural infrastructure is weak,resisting weakly to drought and disaster.Agricultural non-point source pollution is serious.The constraint of resource conditions become increasingly nervous.Farming and animal husbandry producting conditions are limited.Comparative benefits of farming and animal husbandry are low.Supervision situation of livestock products quality and safety is not optimistic.(2)Chifeng city is in the initial stage of modern agriculture development.Its overall level of modern agriculture is low.Concrete embodiment is as follows:The level of modern agricultural investment and agricultural sustainable development are both low,being early stage in modern agriculture.Modern agricultural output level is higher,at the basic implementation stage of the modern agriculture.The rural social development level is low,in the preliminary stage of modern agriculture development.(3)Compared with the national level and Inner Mongolia autonomous region level,there are six kinds of crops including millet,corn,buckwheat,potatoes,tobacco and vegetables which have the product efficiency of comparative advantage,there are seven kinds of crops including millet,sugar beets,naked oats,sorghum,mung bean,buckwheat,corn which have planting scale of comparative advantage,there are seven kinds of crops including millet,naked oats,sorghum,sugar beet,mung bean,buckwheat,corn which have comprehensive comparative advantage.At the same time,there are three kinds of crops including millet,corn and buckwheat which have the efficiency of comparative advantage,planting scale of comparative advantage and comprehensive comparative advantage.During livestock and poultry products of Chifeng city,there are three kinds of livestock and poultry including donkey,mule and beef cattle which have scale amount of comparative advantage,there are six kinds of livestock and poultry including cow leather,sheep wool,cashmere,beef,eggs and poultry meat which have the product efficiency of comparative advantage,there are ten kinds of livestock and poultry including donkey,mule,sheep wool,leather,cashmere,sheep skin,meat,poultry meat,eggs and beef which have comprehensive comparative advantage.(4)Based on agriculture and animal husbandry products which have advantages of Chifeng city,the regional layout of modern agriculture development of Chifeng city includes food industry,vegetable industry,livestock and poultry industry,forage feed industry,characteristic agriculture industry.(5)Most districts(flag,county)of Chifeng city is in the poor level of agricultural production conditions,especially the following eight districts(flag,county)including Alukeerqin flag,Balinzuo flag,Kalaqin flag,Linxi county,Yuanbaoshan district,Keshiketeng flag,Balinyou flag,Hongshan district.These eight districts need to increase agricultural production and investment in science and technology,improving agricultural production conditions.(6)The agricultural science and technology progress contribution rate of Chifeng city is 49%,7% lower than national agricultural science and technology progress rate of 56% in 2014.(7)Chifeng city belongs to the typical water shortage area.This research forecasts the supply and demand situation of water resources in every district(flag,county)of Chifeng city in 2020.The results show that only three counties do not lack of water in 2020,including Ningcheng county,Linxi county,Yuanbaoshan district.The innovation of this research are as following:(1)It builds the evaluation index system of modern agricultural development of Chifeng city.(2)It measures agricultural products efficiency comparative advantage index,scale comparative advantage index,comprehensive comparative advantage index of planting industry and scale advantage index,efficiency comparative advantage index,comprehensive comparative advantage index of livestock and poultry products of Chifeng city.(3)It analyzes agricultural production condition level of twelve districts(flag,county)of Chifeng city by using factor analysis method,discussing the main factors and their influencing degree to influence modern agriculture of Chifeng city.It evaluates agricultural science and technology level of Chifeng city by using c-d production function.
