| “Central First Document”in 2018 put forward some proposals on vigorously implementing the strategy of rural revitalization to promote rural transformation and upgrading,and it once again proposed to accelerate the development of modern agriculture.In the report of the 19th National Congress of CPC,it point out that only firm resolve in implementing the strategy of rural revitalization is to strongly promote the development of modern agriculture.Hebei province has two characteristics in geographic condition:it surrounds the Bohai Sea and it encircles Beijing and Tianjin.The six regions around Beijing and Tianjin are the core layer of the integration of the Beijing-Tianjin-Hebei Region,whose special status is self-evident.The development of modern agriculture around Beijing-Tianjin have great significance to solve the ecological crisis in the capital of Beijing,to increase the agricultural production capacity around Beijing and Tianjin,to improve the quality of life of residents,and to promote the economic integration in the Beijing-Tianjin-Hebei Region.Firstly,this paper analized the present situations in the development of modern agriculture in Hebei area around Beijing and Tianjin from the aspects in economic efficiency,investment in science and technology,sustainable development,extension of industrial chain,quality of laborers and marketization level.Secondly,it constructs the index system of the development level of modern agriculture in Hebei area around Beijing and Tianjin;the entropy method is applied to determine the agricultural development stage in Hebei area around Beijing and Tianjin;the factor analysis method is used to grade the development level of modern agriculture in counties in Hebei area around Beijing and Tianjin;and it describes the development situation of modern agriculture around Beijing and Tianjin by overall autocorrelation and local autocorrelation analysis.Thirdly,the factors affecting the development level of modern agriculture are fitted by building a spatial regression model to make clear the impact of modern agriculture.Finally,DEA is used to evaluate the economic efficiency of modern agriculture around Beijing and Tianjin,and the projection analysis is used to evaluate the improvement of the total power of agricultural machinery,the use of chemical fertilizer,the effective irrigation area,the total planting area of crops and the input of rural employees at the end of the year to provide basis for the production value of counties in Hebei area around Beijing and Tianjin.The comparative advantage index method is used to analyze the comparative advantage of scales and output of counties in Hebei area around Beijing and Tianjin,in order to judge the agricultural products with comparative advantages in these counties.Through the indicative symmetrical comparative advantage index,the comparative advantage of the three industries in Hebei area around Beijing and Tianjin is analyzed,and finally the countermeasures and suggestions suitable for the development of modern agriculture in Hebei area around Beijing-Tianjin are put forward.The main conclusions are as follows:the development of modern agriculture in Hebei area around Beijing and Tianjin is in the preliminary stage of realization.The development level of modern agriculture in various counties shows spatial correlation.The degree of spatial homogeneity is high,and the adjacent regions tend to depend on each other.The analysis of local spatial autocorrelation shows that some regions present cluster phenomenon.The factors influencing the development level of modern agriculture in Hebei area around Beijing and Tianjin are economic benefit,extension of industrial chain,quality of laborers,investment level of science and technology,and market-oriented level.The efficiency distribution of counties in Hebei area around Beijing and Tianjin has regularity.Among them,the first-level,second-level and third-level effective areas are concentrated in Zhangjiakou,Chengde and Tangshan areas,showing a trend of clusters.Especially,the first-level effective areas are mainly concentrated in the counties adjacent to Beijing and Tianjin,while the fifth,sixth and seventh-level effective areas are mainly concentrated in Baoding and Cangzhou,that is,the southwestern part of the area around Beijing and Tianjin.If looked at independently,Tangshan and Langfang show both high pure technical efficiency and scale efficiency while most other areas in Hebei area around Beijing and Tianjin show contradiction in the distribution of these two aspects.Zhangjiakou and Chengde are high in pure technical efficiency,but it is difficult to form scale efficiency and some areas of Baoding and Cangzhou are high in scale efficiency but low in pure technical efficiency,which ultimately leads to the imbalance of efficiency in these four areas.Although,overall,Zhangjiakou and Chengde have higher comprehensive technical efficiency,but if the allocation of industrial structure is not optimized in order to achieve economies of scale,it will play a limited role in promoting the level of modern agricultural development.Through the analysis of the comparative advantages of the secondary and tertiary industries in the area in Hebei area around Beijing and Tianjin,it is found that the tertiary industry in Zhangjiakou and the secondary and tertiary industries in Tangshan area have obvious advantages,and the development level of modern agriculture in Tangshan area is relatively high.Therefore,the primary industry and the secondary and tertiary industries have better development,while the development level of modern agriculture in Zhangjiakou area is not high.This is mainly related to the fact that some counties in the region are not suitable for agricultural production due to resource constraints.Therefore,in recent years,the region has vigorously developed agriculture-related tertiary industries related to tourism.There are three aspects to the innovation of this research.Firstly,the research scope of modern agricultural development has been explored more comprehensively and deeply.This study combines together and evaluate the level of modern agricultural development,influencing factors,efficiency assessment and advantage comparison in the region around Beijing and Tianjin.Combining different perspectives not only enriches the theory and method system of modern agricultural development,but also plays a more powerful guiding role in the practice of modern agricultural development around Beijing and Tianjin.Secondly,this study uses the entropy method to determine the stage of modern agriculture development in the region around Beijing and Tianjin.The factor analysis method and spatial clustering are used to determine the level of modern agricultural development in each county.Distance matrix and space quantitative model are used to analyze the influencing factors of modern agricultural development in the region around Beijing and Tianjin of Hebei province and conclusions are drawn about the main factors affecting the development of modern agriculture in the region around Beijing and Tianjin.DEA and projection analysis are used to make recommendations on improving the efficiency of modern agriculture development in Beijing and Tianjin.Comparative advantage analysis method is used to calculate the scale advantage index,efficiency advantage index and comprehensive advantage index of major agricultural products in the Beijing-Tianjin region,so the result of competitive industries in each county in the region around Beijing and Tianjin can be known.Location entropy and the displaying symmetry comparative advantage index are used to analyze the comparative advantages of modern agricultural industries and secondary and tertiary industries in the region around Beijing and Tianjin,which provides reference for the development of modern agricultural comparative advantage industries and industry choices in the future Beijing-Tianjin region;In this study,a spatial statistical map reflecting the development of modern agriculture in the region around Beijing and Tianjin of Hebei province is constructed by quartile map,partial autocorrelation analysis,DEA analysis and hierarchical validity evaluation,which improves the readability and practical application value of this study.It is convenient for more effective zoning research on the Beijing-Tianjin region.Based on the overall regional division of the Beijing-Tianjin region in Hebei province,the study analyzes the topography and agricultural resources of each contiguous area,and clarifies the direction of the development of modern agriculture in each region in the future,rather than simply does from the perspective of each administration area,thus making the analysis more targeted. |
