Sino-Malagasy Economic Cooperation:Evolutions And Challenges

Sino-African relations are presented as a perfect example of South-South cooperation,based on equality,respect for mutual interest and non-interference.African continent appears as a strategic partner for China.The strategies applied by China are not only economical;they are also political and diplomatic.Now,China with an important economic capacity and political ambition of leading became a must-see country in world geopolitics.Want to stop it seems to be an impossible mission.Ignoring it would be even worse,i.e.it would be a dangerous political blindness.China's presence in Africa is a part of an overall strategy of competing western bypass.Africa,until now a political and economic alternative for China,has become a privileged partner in China's foreign relations.In the current global context where the emergence of new powers increases the global demand for natural resources and challenges,the foundations of international interactions,Africa has regained an economic,political and strategic role.This change owes much to China,whose settlement on the black continent has accelerated at an unprecedented pace.According to Chinese Premier Wen Jiabao,"Africa and China have worked together to create a new strategic partnership characterized by political equality and mutual trust,win-win cooperation Economic,cultural exchanges and mutual inspiration,opening up new horizons for Sino-African cooperation ".China continues its modernization by relying on Asian values:that is,respect for authority,discipline,and rigor.Africa also has been waiting for a miraculous solution from outside to free it from its problems.This wait-and-see behavior explains why Africa has never stopped wanting to please its donors by adopting their political and economic prescriptions so far.Africa is a large number of developing countries but Africa is a weight to achieve peace and development in the world.As Madagascar,there is talk that it is a very rich country with great potential and strengths in natural resources materials.But Madagascar remains still poor and fights against poverty.This situation is caused by sociopolitical instability.Since the independence in 1972,1991,2002 and 2009,Madagascar has experienced four successive sociopolitical crises.Those political crises and consequences,including that which took place in 2002 attenuate until day.At the end of crises,Madagascar observed a rise of corruption,violation of human rights and deterioration of governance.Also,general impoverishment of population largely due to the slowdown of economic activities and general increases of insecurity.By analyzing the existing situation,it is not obvious facts.Poverty is minimal compared on its wealth.Actually,Madagascar life is compared between richest and darkest opulence poverty,a violent contrasts of a multi-speed society.Since 1960's,several francophone countries in Africa suffer from war and are becoming increasingly poor.Independence is just registered but the pressure remains intact.Western country including France still mixes and always comes to affairs to Madagascar.China and Madagascar have a similar past but growths especially in economic development remain uneven with large differences.We decided to do this research,which aims to analyze in a scientific way the Chinese policy in Madagascar,as well as the strategies of its companies on the continent in order to show their positive impacts on growth and development sustainable development of the African partner countries of China.By carefully analyzing the Chinese growth model,we could then show how Madagascar countries and their leaders must pursue a well-structured economic and trade policy in order to take advantage of this new economic cooperation Sino-Malagasy.We have also tried in our research study to measure the impacts,roles and challenges,as well as the solutions to be promoted for development in Madagascar particularly through cooperation,Chinese trade,economic aid and investment.Madagascar must have an economic policy that defines the general direction of the economy,the use of the country's resources,diversification of the economy and the improvement of internal standardization capacities and standardization,negotiation,monitoring and evaluation of economic policy.A cooperation strategy arising from the direction of economic policy should be developed.Our study concluded that the results of the different analyses have implications for the political and economic situation of the country.We have focused our thinking on the following question:does Sino-African cooperation enable the Malagasy development countries,unemployment in the country and,above all,to initiate a genuine process of economic development?To answer,we analyzed the fundamentals of China's African policy,China's reasons for investing and helping Madagascar,the political and economic impacts of China in Madagascar.
