factor is the inherent driving force in transforming scientific and technological achievements,but market in short term condition is prone to the phenomenon of market failure,allow market factors dominating the technological innovation and transformation arbitrarily,maybe hurt the development efficiency of technological and economic,so the policy intervention is essential.In the field of economics,policy factors are usually regarded as exogenous variables,it is through a certain conduction effect to regulate the behavior of the micro-agent,making up for the loss of innovation,stimulating the transformation of scientific and technological achievements.However,in order to avoid disturbing the market order,the policy intervention should not attempt to change the market rules,but should achieve the purpose of leverage effect through adjusting resource allocation structure.The resource factor is the direct driving force of the technological innovation and transformation,so necessary resources input is the important conditions to ensure the transformation of scientific and technological achievements.And when the market conditions change,the object and intensity of policy should be adjusted to adapt to the new economic equilibrium.So the interaction of market,resources and policies is bound to have a certain impact on the transformation of scientific and technological achievements.Based on the theoretical method of innovation economics,industrial economics and institutional economics,and the method of quantitative and qualitative analysis,empirical and normative analysis,and combining the development reality of China's high-tech industry,the driving effect on the transformation of scientific and technological achievements was respectively discussed from the perspective of output and efficiency in high-tech industry.Including four aspects:One is the research on the driving effect of market factors on the transformation of scientific and technological achievements.The influence effect of market structure,market performance and market share of foreign capital on the transformation output and efficiency of scientific and technological achievements of high-tech industry was analyzed systematically.Some conclusions were obtained,first,when the transformation of scientific and technological achievements into a long time,and the industry barriers is high,the difficult of revenue factor to promote the transformation output of scientific and technological achievements;contrarily,when the transformation of scientific and technological achievements into a short time,and the industry barriers is low,the easy of revenue factor to promote the transformation output of scientific and technological achievements.Second,when the industry market structure tend to be more competitive,the easy of revenue factor to promote the transformation efficiency of scientific and technological achievements;on the contrary,the moremonopoly of market structure,the more difficult of short-term market revenue to promote the transformation efficiency of scientific and technological achievements.Third,the high market concentration is conducive to improve the transformation output of scientific and technological achievements;but low market concentration has played an inhibitory role.Fourth,when the transformation of scientific and technological achievements into a short time,and the industry barriers is low,the low market concentration is conducive to improve the transformation efficiency of scientific and technological achievements;but when the transformation of scientific and technological achievements into a long time,and the industry barriers is high,the high market concentration is conducive to improve the transformation efficiency of scientific and technological achievements.Fifth,when the market share of foreign investment is relatively high,the space of foreign investment factor promoting the transformation output and efficiency of the scientific and technological achievements is low.Two is the research on the driving effect of resources factors on the transformation of scientific and technological achievements.The influence effect of capital,talent and external technology on the transformation output and efficiency of scientific and technological achievements of high-tech industry was analyzed systematically.Some conclusions were obtained,first,rational investment in human resources is favor of the transformation output and efficiency of scientific and technological achievements;but the excessive talent investment will inhibit the transformation efficiency.By comparison,capital investment is not conducive to the transformation output of scientific and technological achievements,its function space is narrow and the saturation trend is apparent.Second,when the transformation of scientific and technological achievements into a long time,and the industry barriers is high,the difficult of capital investment to promote the transformation efficiency of scientific and technological achievements;contrarily,when the transformation of scientific and technological achievements into a short time,and the industry barriers is low,the capital investment is conducive to improve the transformation efficiency of scientific and technological achievements.Third,when the transformation of scientific and technological achievements into a long time,and the industry barriers is high,the difficult of external technology to improve the transformation output of scientific and technological achievements;but when the transformation of scientific and technological achievements into a short time,and the industry barriers is low,the conducive of external technology to improve the transformation output.But overall,the external technology investment is conducive to promoting the transformation efficiency of scientific and technological achievements.Third is the research on driving effect of policy factors on the transformation of scientific and technological achievements.The influence effect of fiscal,financial,taxation policies support on the transformation output and efficiency of scientific and technological achievements of high-techindustry was analyzed systematically.Some conclusions were obtained,first,at present,the further enhancement of fiscal support intensity can not significantly promote the transformation output of scientific and technological achievements,but has a negative effect.But overall,the fiscal support has a certain positive role in promoting the transformation efficiency of scientific and technological achievements.Second,the financial support has a negative role promoting the transformation output of scientific and technological achievements.However,the impact of financial support on the transformation efficiency is different by the transformation cycle and entry barriers.When the transformation into a long time,and the barriers is high,the difficult of financial support to promote the transformation efficiency;contrarily,when the transformation into a short time,and the barriers is low,the financial support is conducive to improve the transformation efficiency.Third,overall,the tax support has no significantly promoting effect on both of the transformation output and efficiency of scientific and technological achievements.Four is the research on the driving effect of interactivity of markets,resources and policies on the transformation of scientific and technological achievements.The influence effect of resources factors on the transformation of scientific and technological achievements of high-tech industry under the regulation of the markets and policies factors,and the influence effect of policies factors on the transformation of scientific and technological achievements under the regulation of the markets factors were analyzed systematically.Some conclusions were obtained,first,the raise of revenue level of high-tech industry has a positive role for the capital factor and the external technology factor to promote the transformation output;the raise of market concentration level of high-tech industry,has a positive role for the capital factor and the talent factor to promote the transformation efficiency;the raise of the market share of foreign investment of high-tech industry,has a positive role for the capital factor,the talent factor and the external technology factor to promote the transformation output and efficiency.Second,the raise of fiscal support intensity of high-tech industry,has a negative role for the capital factor,the talent factor and the external technology factor to promote the transformation output;the raise of financial support intensity of high-tech industry,has a negative role for the capital factor and the talent factor to promote the transformation output;in addition,the raise of financial support intensity of high-tech industry,has a positive role for the capital factor,the talent factor and the external technology factor to promote the transformation efficiency;but the raise of fiscal support intensity of high-tech industry,only has a positive role for the talent factor to promote the transformation efficiency;the raise of tax support intensity of high-tech industry,has a no significant regulatory role for resources factors to promote the transformation output and efficiency;Third,the raise of revenue level of high-tech industry has a positive role for the financial support to promote the transformation output,but has a negative role for the financial support and the tax support to promotethe transformation efficiency;the raise of the market share of foreign investment of high-tech industry,has a positive role for the policy support to promote the transformation output and efficiency,but only except for the fiscal support to promote the transformation output;Fourth,the effect is better for banking policy to support the resource need driven by profit making motivation.And the tax policy is more effective on supporting the foreign investment to import technology.At last,according to the reality of technological innovation and transformation of high-tech industry in China,and combining with empirical analysis,some improvement suggestions of principles and direction was put forward for the transformation of scientific and technological achievements from the perspective of macro view,and some feasible suggestions was put forward from the micro perspective. |
