In the recent years,industrial clusters have received considerable attentio n from economists and different approaches such as industrial economy,elocutionary economy and geographical economy,because they are seen as the main reason for economic growth and success of certain economic region.Most of different conception of cluster evolution drawing on two ways: evolution of economic landscape and evolution in industry,but both of them are failed in deciding the problem of emerging different paths in the same condition of economy landscape,resource endowments and institutional proportions.The result of Evolution of economic landscape and behavior of economical agents is non predictable and often locked-in and impacted by episodic interactions and events.In this paper we propose the framework included path dependent and path create approach in self adjustable industrial cluster evolution,this framework includes the methodology of industrial policy to avoid lock-in and evaluation of the policy.The simulation analysis result of the paper can effectively analyze the evolutionary process of industrial cluster.It can qualitatively simulate the evolution characteristics and rules of industrial cluster.Furthermore,it can provide a new analysis thought for the academic researches of industrial cluster.The3 Chapter described the the process of path creation in view of competition and cooperation balance between companies involved in cluster,the cluster evolution path ineffective and effective path concept is proposed,this way of classification is to build the system of managing be havior evaluation.Another way proposed in this paper is an algorithm of evaluation of path dependence factors such as increasing return,strategic managing freedom,unpredictability and network effect that impacts companies evolution path creation.In this paper four blocks mentioned above was described mathematically using unique pattern of parameters and calculated coefficients such as obtained during in statistic survey of Heilongjiang pharmaceutical industry enterprise.The fifth chapter proposed the concept of similarity between cluster evolution and partial swarm optimization process PSO,coefficients of PSO model is correlated with the path dependent behavior of companies and governmental regulations,so PSO is useful to study path dependent processes.The results of industrial cluster companies behavior simulation experiments arranged using PSO method and SOM neural network optimization revealed that the similarity between PSO and path dependence is can be used broadly in clustering analysis especi ally for system modeling governmental regulations and its results systematic evaluating.
