Evaluation Of The Implementation Of General Land-Use Planning At The County Level

General land-use planning is the "leading" of land management,the core task of land management at current stage,an important basis to implement the land macro-control and land use control,to plan urban and rural construction and co-ordinate land use activities,as well as the main mesns for solving the contradiction between supply and demand of land resources.It is also the fundamental way to change the land use pattern and protect scientific development,and the programmatic document of guiding the land management.With the progress of the society,the level of people's cognition and the land problem brought by industrialization and urbanization are becoming more and more serious,the compilation and implementation of the overall land use planning are increasingly attented by the government.Especially in recent years,Under the dual policy of sticking to the red line of 1.8 billion mu of arable land and advancing the rapid development of urbanization,the overall land use planning has played an increasingly obvious role in directing and restricting the land use in various industries,directly affecting the development of regional planning and the macroeconomic layout of the economy.Therefore,the country started a nationwide land use planning to improve the overall planning and implementation of land use evaluation is an important part of the adjustment and improvement work carried out the premise and basis.Therefore,a comprehensive and objective evaluation of the implementation of the current overall land use planning is a very important practical problem.In our country,the overall planning of land use at county level has the function of "linking up and turning on",which is the core part of the overall land use planning;Moreover,the regular evaluation and timely modification system established by the Ministry of Land and Resources will involve the results of the third round of land-use planning in 31 provinces,more than 330 cities,2,800 counties and more than 40,000 townships.In addition,Xintian County as an ordinary county-level region to represent China's most common and general county-level region.Based on this,this paper takes Xintian County,Yongzhou City,Hunan Province as the research area.On the basis of studying the theory and method of evaluating overall planning land use at home and abroad,combined with the practice experience of land use planning implementation evaluation,taking the grey system theory,location theory,theory of space structure,based on the implementation of overall plan of land use at county level,this paper conducts a comprehensive evaluation study of planning implementation based on the combination of GIS technology and qualitative,quantitative and location analysis.The main research contents and achievements of this paper are as follows:1?Clrifies the domestic and foreign experience and research achievements in the implementation of overall land use planning,analyzes the existing problems in the evaluation of planning implementation in China,determines the main content and focus of the paper,and systematically analyzes the evaluation of the implementation of overall land use planning.As important basic and guiding theories like the grey system theory,location theory,theory of space structure,the theory of optimal allocation of land,intensive land use theory,ecological economics theory and the theory of man-land relationship are introduced into the evaluation of overall land-use implementation,in-depth analyze its theoretical connotation and the guidance for the implementation of the assessment of planning,and realize the scientific and rational evaluation of overall land-use planning implementation.2?From the aspects of the implementation of key indicators,the implementation of planning and layout,the intensive use of construction land,the implementation of key construction projects,the implementation of land remediation,the implementation of land ecological environment and protection,and the implementation of safeguard measures,analyzes deeply the implementation of the overall land use planning in the study area,grasp the planning objectives,layout,key construction projects in the implementation process and implementation benefits.3?Based on the analysis of traditional qualitative and quantitative evaluation methods,take objective reality,comprehensive assessment and the principle of overall consideration as a guide,introducing the location evaluation method oriented the spatial change of land use,with the integration of a variety of methods such as participatory assessment,GIS spatial analysis and other methods,this paper constructs a comprehensive based on the combination of qualitative,quantitative and location analysis.The evaluation indexes involve the implementation of the key control index,land use structure and layout changes,saving intensive land use,system construction and public participation,planning revision as well as planning implementation benefits,6 items and 22 indexes.The evaluation index system basically covers all the main planning contents of the overall land use planning,evaluates the implementation of the overall land use planning in the study area more scientifically,reasonably and objectively.The evaluation results show that the evaluation method proposed in this paper is scientific,reasonable and feasible.The research result shows that: The method of evaluating the implementation of the overall land use planning and the establishment of the evaluation index system are still the focus of the study on the evaluation of planning implementation in China;the grey system theory,location theory,theory of space structure,the theory of optimal allocation of land,intensive land use theory,ecological economics theory and the theory of Human-Earth Relationship are the important basic and guiding theories for the evaluation of the implementation of the overall land use planning.It is of great significance to improve the scientificity,rationality,flexibility and maneuverability of planning implementation evaluation.In the traditional planning implementation assessment method introducing the location evaluation method oriented the spatial change of land use,integrating a variety of methods such as participatory assessment,GIS spatial analysis and other methods.This paper constructs a comprehensive evaluation index system based on the combination of qualitative,quantitative and location analysis.The index system carried out an all-round assessment from qualitative,quantitative and positioning aspects to improve the objectivity,scientificity and accuracy of the evaluation results.
