Based On Improved Grey Relational Comprehensive Evaluation Method Of General Land Use Planning Implementation Evaluation Research

With the rapid development of our social economy, industrialization, urbanization, continuous degradation of resources and the environment, uncoordinated man-land relationship problems followed. As an important means of macroeconomic control to solve these problems, land use planning has been a prominent role and more attention. So how to evaluate the implementation of land use planning has become an important research topic. Land use planning implementation evaluation research is mainly built around the evaluation index system, evaluation model selection aspects. The main purpose is to provide a scientific basis for the planning of the adjustment and revision as well as to provide scientific management for the implementation of the land use planning, Therefore it is necessary to evaluate the implementation of land use planning in-depth research to further improve the theoretical methods which is related to the land use planning.On the basis of general land use planning implementation evaluation’s systematic analysis, by comparing and analyzing the research results of domestic and foreign experts, using the method of expert consultation to establish the planning implementation evaluation index system model. In this paper, AHP and gray correlation combination method, which is the improved gray correlation degree method, is used to general land use implementation evaluation. Firstly, AHP and expert consultation are used to determine the weight of the evaluation indicator. Secondly, the gray relational analysis method is used to calculation the correlation coefficient of each indicator, then the correlation coefficient with the index weight multiplied by the single-level correlation. Finally, we use the size of the correlation to evaluate implementation of the land use planning.In this paper, the research sample area base on Pan Jia wan town, according to its socio-economic data and land use change data of the year 2009 to 2012, then use the former established land use planning implementation evaluation system to the general land use planning implementation evaluation of Pan jia wan town. Through land use planning implementation of quantitative analysis, to evaluate the effect of Pan jia wan’s general land use planning implementation. The results show that Pan jia wan’s land use planning implementation is basically in good condition. Finally by analyzing Pan jia wan’s land use planning implementation and proposing appropriate measures in order to provide an important scientific basis for the implementation of the revision and future planning.
