AHP-based Evaluation Of Implementation Of General Land Use Planning In County Level

Land is the most basic safeguard for the human survival and social development. It is the material basis for the social production, and plays an important role in the whole global ecosystem. Our final purpose is to promote the social, economic and ecological development using limited land resources reasonably and planning land uses scientifically. The assessment of land use planning is one of the indispensable parts in the progress of the land use planning, which bases on the theories of general land use planning, discusses the connotation,system and assessment method of the assessment index and investigates the effect of overall land using.The evaluation of the plan implementation, as an important part of the progress of the land use planning and management, plays an important role in the following aspects:firstly, it can comprehensively examine the result and progress of the plan implementation, effectively detecting the progress and effect of the implementation of the determined plans and forming the related information feedback so as to provide the amending suggestion for the contents and relatives design of the planning and lead the general land use planning to a positive cycle; secondly, through the evaluation of the plan implementation, we can clearly recognize the effect of the land use planning in the progress of social development and promote a correct understanding of the general land use planning in the society.In this paper, relative theories and basic contents of the general land use planning are discussed on the basis of the summary of the relative research results and limitations of the general land use planning. According to the general land use planning characteristics in county level, this paper puts forward the establishing principles to the evaluation index system of the general land use planning and establishes a new evaluation index——protecting evaluation index on the bases of the scientifically setting of the evaluation index,reasonably defining of the index weights and the comprehensiveness and complexity of the land use system in county level. Moreover, the quantitative evaluation method and relative formulas are listed and the evaluation model is set up for the assessment of the implementation of land use planning in county level in this paper based on the evaluation system of the implementation of land use planning in county level and the index weights are determined by the AHP method.This paper evaluates the effects of the implementation of the general land use planning from four perspectives, i.e. index of land policy implementation, index of the impact on the land use planning, index of the influence to the economic-society-ecology and index of the protections for the rare species and history cultural relics. The effects of the general land use planning of Rucheng county are evaluated and analyzed in this paper on the base of the general land use planning from 1997-2010 and the detailed data in 2009, and the limitations are also pointed out. Finally, suggestions are put forward on how to deal with the problems reflected from the assessment of the general land use planning and how to use the evaluation index system. This paper supplies available foundation for the next general land use planning in order that it will be beneficial for the establishment of the sustainable development policy, making the land use planning more scientific, operational and flexibility.
