The decision is a process which selects the "optimal" solutions from the alternatives and it has characteristics of general purpose,consciousness and selectivity.At present,the theories and methods of decision-making in macroeconomic management,product quality evaluation,investment project selection,large-scale construction projects in political and military operations in various fields have been very widespread attention and application.With the social development,scientific and technological progress and awareness of the limited nature of things,the decision-making environment gradually toward more complex and diverse direction,so the actual decision-making problems often exist uncertainties.Gray Decision Theory and Method is a vital branch of modern decision theory.Since the data do not have special requirements and limitations,it is widely used in many fields of society,economy,management,military and engineering.In this paper,the Grey Decision-making process of Grey Element Information has contained experts preference,experts interaction,cooperative game and multi-stage model.It has been studied to broaden the scope of its application.This paper has the following contents:(1)Research on the Grey Situation Group Decision-making model based on fuzzy measure and Choquet integralThe situation in the gray group decision-making process,since the distribution of decision-making groups,experts may be involved in the decision have the same background and evaluation of preferences.If only a simple decision-making information weighted on average.Maybe the number of experts have similar background.It leads to the final evaluation results are biased in their assessment.In this paper,we mainly study the Grey Situation Group decision-making problem with the similar evaluation preference.This research on the relationship of expert.The completely unknown information of the expert weight and goal weight is the assumption and it also designs weight determination Specialists' methods about fuzzy measures and Choquet integral.This methods base on given on the basis of information fusion on pole entropy,large positive and negative ideal situation from the target weight determination method;by solving decision-making expert evaluation under the combined effect of sample matrix,the efforts determine the optimal grey situation.A similar background expert decision evaluation provides the scientific basis.(2)Interactive Grey Situation Group Decision-making Model based on group consensus degree and expert consensusIn the actual decision-making,A decision-making group of decisions maybe not only the Decision Expert also the beneficiary of the final result,so the final result of group decision-making needs to meet their own satisfaction and also has to meet the individual opinions and group decision.The results can not have a big difference,otherwise the decision is likely to result not be implemented.In this paper,the interactive Grey Situation Group Decision Making process may have some individual differences in personal opinions and group decisions.So it should build the interactive Grey Situation Group Decision Model at the same time to meet group consensus of experts and satisfaction.First,based on the definition of group consensus,it builds the goal of maximizing programming model and testifies the solution methods which demonstrate the optimal solution;secondly,the thought of gray relational experts and decision defines similarity of groups and builds the expert function and satisfaction with the goal of maximizing programming model based on expert satisfaction;finally,the establishment of meeting the group consensus degree and experts' satisfaction of goal programming model,the interactive decision termination conditions were studied.(3)The Grey Situation Group Decision-making model based on Cooperative Game TheoryIn the process of group decision-making,it may exist multiple hierarchy decision experts who are involved in making decisions,and final decision results directly affect the interests of the expert decision-making.Experts at these levels in the decision-making process will appear the phenomenon of repeated game and final decision result is only obtained through repeated game.If the interests of a level decision-making body is damaged,the game will always exist.But the influences of the progress of the final decision are so bad.So we need to reach equilibrium with rapid implementation of the hierarchy decision subject.According to the Grey Group Decision-making problems,they are the main interests of the game of multi group decision-making process.First,based on the definition of the same level situation expectations,we construct a hierarchical differences minimized programming model and analyze the group decision-making absolute deviation matrix;then,study how quickly and effectively to determine within the expert satisfaction threshold.Secondly,to use the Shapley value Thought expert weight and reduce differences in group decision making.Finally,building information model based on cooperative game can build a multilayer decision-making body and study their properties and applications.(4)multi-stage Grey Group Decision Model based on Orness measure constraintsIn practical decision making problems,decision-making expert understanding of things will change with the passage of time.It only relies on the stage characteristics to determine the weight of time and may be unable to meet the actual decision need,also lead to the final evaluation results which are less discrimination to the final decision.Therefore,fully exploit the time phase information to meet the practical needs of multi-stage group decision-making.This paper mainly studies the multi stage Grey Situation Group decision-making model.First of all,give some analysis of the definition of the evaluation stage over qualitative change and quantitative change from the quality of the expert decision-making at various stages of evaluation information;secondly,based on the evaluation of information and orness measure,we construct to adjacent phase deviation of minimum time weight model and analyze the providing reference for decision-making expert orness value in keep constant.Finally,the expert group differences minimal weight right decision model is proposed based on multi-stage Grey situation group new method appraisal aggregation approach.(5)research on the selection of a new round of counterpart YuanJiang project based on Grey Situation Group DecisionFirst,it presents a brief introduction about a new round of Yuanjiang counterparts background.Then to sort out the projects for 12 prefectures in Xinjiang and analyze the Yuanjiang project with the regional characteristics.It also build the right evaluation index system.Finally it uses Grey Situation Group Decision Model to research on the ninth division called Shihezi City.A new round counterparts Yuanjiang project provides a theoretical support during the project reconstruction unit and the recipient unit selected.
