Since the 21st century,with the development of Internet,cloud computing,big data and mobile networks,Smart City has become the new model for the development of cities.The research onsmart city also flourishes.There are more than 400 cities in China which have started to construct Smart City recently;indeed,smart city construction has blossomed in China.How to build a smart city effectively?How to evaluate the construction level of smart city?We must have a clear acknowledge about the level,the quality,the schedule of smart city construction,and its potential risks.Thus,the evaluation of the construction level of smart city is an indispensable part of smart city construction.A theoretical model is important for evaluating the constructionlevel of smart city.It is therefore necessary to have a profound analysison the concept of smart city,construction level of smart city and the evaluation of the smart city constructionat different levels.and structures.This paper systematically analyzes the five factors of smart infrastructure,smart management,smart industry,smart life and smartbusiness.Based on the construction modal of traditional city,smart city construction is a dynamic process,involving five factors.The factor of smart technology infrastructure provides the hardware system for smart city construction.The factor of smar tcity management system provides the software system for smart city construction.Economic input provides the financial and material resources for smart city construction.Management of social risk and strategy of sustainable development are the conditions of social environment and ecological environment of construction of smart city.Following theprinciples of being systematic,informative,feasible,and comparable,this paper builds quantifiable specific evaluation indicatorsfor the construction level of smart city.Based on the theoretical analysis,this paper builds a preliminary evaluation system of the construction level of smart city.Through questionnaire survey,Delphi,literature analysis and comparison the related index system,the paper uses SPSS software to correct the evaluation system from many angles,verify the reliability and validity of the evaluation system in order to overcome the subjectivity and randomness of index selection.Finallythis paper buildsan evaluation system of the construction level forsmart cities,which includes5 secondary indexes and 24 third-level indexes.The construction of smart city is a complex nonlinear giant system,and it has the characteristics of randomness and fuzziness.The related parameters of its evaluation index are often high dimensional variables,and linear fitting cannot be done simply.In this paper,the kernel principal component analysis method is used to evaluate the index synthesis algorithm.This method has good effect on reducing dimension transformation of nonlinear data.The nonlinear mapping ability of high dimensional space is exploited,and the principle component analysis is used to extract the feature of integrated information.It can effectively assess the level of smart city construction,and turn the data into decision information,buildinga channel between the construction of smart city and the management of smart city.Using KPCA method,the paper selected data from China's first batch of 54 city construction pilot cities in 2014,and then comprehensive evaluation and cluster analysis were conducted on the construction level of these cities.The analysis shows that the level of construction between cities is different,and there are obvious regional characteristics.On the whole,it can be divided into three types--leadtype,catchingtype,and development type.Different types of smart city construction should adopt different approaches.The lead type should strengthen the ability of big data analysis and the ability of applicationby upgrading of smart infrastructure and strengthening the smart city related institutional construction.The catching type of smart city should progress based on the specific functions and characteristics of its own industrial characteristicsand develop by promoting the development of smart industry,enhancing the capacity of smart business,and promoting the development of intelligence industry and "Internet plus industry" The development type should strengthen internal and external communication according tolocalconditionsbystrengtheningthe smart management,establishing a linkage mechanism with the developed smart cities in the region,.and giving full play to the role of satellite cities.Based on the evaluation results and the actual situations of each city,this paper further proposes the risk warning mechanism and management control mechanism to promote the healthy and orderly development of smart city construction.
