With the problems of city energy, environment, population and socialmanagement become more and more obvious, city development issues onceagain become the focus of research. Since the smart city is proposed，Buildingsmart city soon become a major strategic initiatives around the world and thecities to seek a new round of development after the financial crisis. Smart city isconsidered to be the inevitable choice to promote economic restructuring andintegration of urban resources. Also,smart city is considered to be the inevitablechoice to adapt to the social management reform and improve the people’slivelihood.Now,in our country, research on the smart city is still in the earlystages, The definition and connotation of the smart city are not yet clear. Thereis no mature and reliable smart city evaluation index system. Therefore, to builda set of scientific and effective smart city evaluation index system is imperative.In this paper, It is necessary to reviews of existing theory and research,traces the evolution process of the smart city. Describes the concept of smart cityand analyzed the core elements of city of wisdom, Based on the related researchat home and abroad, we put forward a set of the smart city evaluation indexsystem which is Suitable for our country.In this paper, We selected24large and medium-sized cities as samples.Dates are collected based on constructed indicators. Establish a comprehensiveevaluation model of the smart city based on Entropy-weighting TOPSIS. First,this paper,we use objective weighting indicators—entropy method to determinethe Weight of index. And then,by the method of TOPSIS, the smart degree ofsample cities are evaluated. Relying on the entropy weight and comprehensiveevaluation results, we put forward a series of wisdom city construction anddevelopment countermeasures and suggestions. We propose a series ofcountermeasures and suggestions of smart city construction.Research shows that the index system is scientific and operable, Theempirical results are also consistent with the truth of the smart city developmentin our country. The evaluation index system not only has theoretical value ondeepening the theory of smart city assessment research and expanding theresearch field of smart city, but also has important practical significance to guidethe development of the domestic smart city.
