Research On The Innovation-Driven Of Producer Services’ Development

When in the 21 th century, the competitive advantage of the developed country was upgrading to knowledge-based economy, and the service was the dominant industry in the economies. While in the service industry, the producer service biggest and fastest one. Compared with the developed country, the developing of the producer service of China was lagged behind, and because of always being limited in the low value added activities, the manufacturing industry could not provide high quality market demand, and in the meanwhile, the producer service of China had some serious problems, such as low specialization level, low industry arrangement, and short of service supply. The way of breaking the above mentioned predicaments is innovation-driven.So, this article makes the innovation-driven of producer service as the research core. First, On the basis of carding domestic and foreign relevant theory research, this article thoroughly analyze the feature and classification of producer services of China, the connotation of innovation-driven, and the actors, the elements of producer service’s innovation-driven. Second, this article exposits the mechanism of knowledge innovation and technological innovation and institutional innovation making the producer service develop, and think that knowledge innovation makes producer service develop by through impacting management and product innovation, technological innovation makes producer service develop by creating new producer service and deepening the division of labor and strengthening the flow of knowledge, while institutional innovation makes the producer service develop by standardizing market order and lowering transaction costs.Then, we use the number of thesis and patents, the development of market intermediary organizations and legal and institutional environment, to measure the knowledge innovation, technological innovation and institutional innovation. After statistic analysis, we found that the producer service of China was increasing fast, but it was still a small part in GDP, and the internal structure was relatively in low level. The knowledge innovation was increasing fast, and the level of it was forefront in the world. The technological innovation was also increasing fast, but it’s economical value was in low level. The institutional innovation was gradually upgrading, but in national wide, the institutional innovation of non-east area obviously bellowed the east area. Then, based on the data of the 31 provinces from 1999 to 2009, using the knowledge innovation and technological innovation and institutional innovation as independent variable, the development of manufacturing industry as control variable, we regressed them with the development of producer service. And then we found that among the effects of making producer service develop, the demand of manufacturing industry was the biggest one, and only technological innovation had dramatically effect among the three innovation, while knowledge innovation and institutional innovation did not dramatically effect producer service. This was because cohesion of knowledge innovation and producer service was not well, and the existing institution and institutional innovation was not good for the development of producer service. The last, as for the policy suggestion, we proposed that the government should construct more infrastructure of innovation, and proposed some improvement measures to change the three innovation.
