decreased,economic structural problems piled up,which mainly exist in Northeast China,represent by middle and south Liaoning urban agglomeration.For a long time,the economy of middle and south Liaoning urban agglomeration overly reliant on the extensive development traditional heavy chemical industry.For the excess capacity low-level supply and environment pollution,the economy of Northeast China continues to fall short,the situation is very critical in the past few years.The essence of the problem is not adapt to the industrial structure of deep-seated contradictions caused by the extensive economic growth mode and the original planned economic system and the mechanism of the market,forming a special economic structure and a huge difficulty in economic structure adjustment.Optimization and upgrading of industrial structure is the main way of the world economic development.The basic strategy for China to enter this way is the supply front reform.Industry is the foundation which determines quality and efficiency of the supplement system,the clustering and diffusion effect of industrial activities locations,which is the core of enhancing quality of regional economy,industrial supply front reform is China's current leading industrial restructuring and development of major strategic initiatives,is to solve the problem of economic development is facing the increasingly complex problem of the best choice.The optimization and upgrading of industrial structure is the basic guarantee for realizing the medium-rapid growth of economy and towards the high-end level,the core content of industrial supply front structural reform,and also to break the economic difficulties of the implementation of a new round of Northeast Revitalization Strategy an important research topic.Middle and south Liaoning urban agglomeration is not only the engine of economic growth and the main body of Liaoning economic growth,but also an important economic growth pole which leads the revitalization of the Northeast China,builds economic built economic belt in Northeast Asia.The thesis analyzes formation and evolution,structure state,optimization and upgrading,industrial division and cooperation,the supply front reforms in middle and south Liaoning urban agglomeration,then identifies the key of industrial structure problem in middle and south Liaoning urban agglomeration and the revitalization of the Northeast China through empirical analysis,presents the key point and path selection of industrial structure optimization and upgrading in middle and south Liaoning urban agglomeration,proposes strategic vision of middle and south Liaoning urban agglomeration blended in with Northeast Asia the Belt and Road Initiatives industrial division and cooperation,put forward the innovation ideas,analyzes and brings general ideas,the pointed measures and guaranteeing measures of supply front reform.These studies not only enrich the regional industrial structure optimization and upgrading theory and spacial economy theory,but also provides theory research and practised direction for the revitalization of the Northeast China and industry plan in middle and south Liaoning urban agglomeration.In the basic analysis section of the thesis,starts form dividing three stages of industrial development in middle and south Liaoning urban agglomeration,clarifies the evolvement and characteristics of the middle and south Liaoning urban agglomeration industrial structure,and the spatial structure evolution mechanism of industrial development,integration and transformation.Through analysis,the thesis finds that the high proportion of state-owned enterprises,low added-value caused by industry and administrative monopoly,the difficulty in adjustment of high energy consumption,high pollution of heavy chemical industry,at the same time,systems and mechanism problems also causes the phenomenon of "island" type enterprise,which makes the industrial link disjointed,agglomeration effect difficult to play,the third industry especially the development of emerging service industry lags behind.These results lay the foundation for the optimization,upgrading and adjustment analysis of regional industrial structure.In the core part of thesis,first,analyzes state of industrial structure and trend of optimization and upgrading in middle and south Liaoning urban agglomeration by structure analysis method.From macroscopical,middle and microcosmic level,analyzes three industries structure,regional advantage industry and key industries in 13 th Five Year Plan,it is concluded that although the industrial structure agglomeration has been gradually changed from 'second industry dominance' to 'second and third simultaneously',but the share of third industry is still lag behind the average in China;regional advantage industries have been formed in most cities,but the radiation effect is not strong,especially the role of the core city is not prominent,the flow of factors is not balanced,city economic relations are not closely linked;as the main driver of regional economic growth,the petroleum,chemical industry and metallurgy presence in the traditional heavy chemical industries develop in extensive way with high energy consumption and environmental pollution in middle and south Liaoning urban agglomeration,enterprises'innovation ability are not strong,so the urban agglomeration should upgrade industrial technology and develop sustainable;The machinery&electronics industry transformation and extension of industrial chain length,the elimination of backward production capacity,shutting down the zombies,promoting sustainable development;the development of machinery and electronics industry should focus on self-developing and the developing intelligent manufacturing,increase the added value of products,adapt to changes in the market;mining industry,develops with high energy consumption and high pollution,it's scale should be restricted,eliminate a number of backward production capacity,focus on.industry transition;the public service industry,although belongs to the advantage industry in the urban agglomeration,but with a weak driving ability;new service industry,which belongs to environment friendly department,develops with low energy consumption and high added value,enhances in the agglomeration and related effect in recent years,should be developed with priority;the warehouse,postal,wholesale and retail present in traditional service industry,provide terminal products,at the same time,also provides strong support for the development of other departments,need to be focused on.Second,analyzes the industrial structure optimization and upgrading strategy.The path selection of urban industrial structure optimization and upgrading should synthesizes resource and environment economy,follows the ecology economic principle of economy,persist and concomitant type low carbon economy.The thesis follows low carbon itrend of the optimization and upgrading of industrial structure,according to the goal of national emission reduction commitments,with the bidirectional control goals of low emissions and economy growth,on the promise of palying correative effects,by using industrial structure optimization multi-objective input-output empirical analysis method,receives the results of industrial structure optimization and upgrading path,results indicate that the total output of third industry needs the maximum increase,the total output of machinery&electronics industry and the traditional light industry have high growth potential,the total output of city infrastructure industry increases with economy growth;mining industry with high energy consumption and high pollution,which total output needs the maximum reduction,as high emission industry,the total output of oil processing and metallurgy industry need a dramatically shrink,the construction industry with weak regional advantage and driving ability,needs a certain size reduction;the total output of wood products,furniture,food and tobacco industry also should be reduced as demand decreases.Third,analyzes regional industrial division and cooperation in middle and south Liaoning urban agglomeration.Based on the analysis correlation of industrial upgrading and optimization,industrial division and cooperation,modern industrial system,industrial chain integrated structure and industrial development path,etc.,the thesis presents that the establishment of a modern industrial system is the key of industrial structure adjustment in urban agglomeration,suggests focus on developing 7 characteristic industrial clusters,display industrial clustering and diffusion effect,industrial specialization and linkage effect,industry technology upgrading effect,promoting regional economic integration,realizing regional resource flow and proper allocation,making urban agglomeration a world-class manufacturing base;furthermore,the thesis presents the space adjustment strategy of industrial division in urban agglomeration,and internationally regional industrial division and cooperation under the economic globalization®ional economic integration,explores the strategy of blending in Northeast Asia "The Belt and Road Initiatives "internationally regional industrial division and cooperation.Fourth,base on analyzing imbalance of supply front industrial structure in middle and south Liaoning urban agglomeration,for the proportion imbalance of three industries,the huge overcapacity of traditional low-end products,insufficient supply of high-end products,imbalance of inputs factors structure with excessive resources and energy consumption,and power imbalance of driving economic growth over reliance on investment,the thesis proposes the overall ideas,countermeasures and system guarantee of the supply front reform for optimization and upgrading of industrial structure.In conclusion and prospects part of the thesis,the research conclusion and presenting real-time data,high frequency data and process data collection of follow-up study by using big data analysis for further study.The thesis bases on the revitalization of the Northeast and regional development of urban agglomeration strategy,under the background of supply front reform in new normal economy,using theoretical foundation and literature research methods,multi-disciplinary crossing research methods between regional economy,urban economy,economic geography,development economics,new structural economics,environmental economics,etc.,optimization and upgrading index system of industrial structure and multiple objective decision analysis methods.The main innovation spot has following several points:?The thesis uses the new structural economics,regional economics,special economics,industrial economics,etc.,takes innovatiove design of double linkage research between urban agglomeration development and industrial structure optimization and upgrading.The thesis gains a innovative insight of industrial structure in middle and south Liaoning urban agglomeration by analyzing structure state and trend of optimization and upgrading.This thesis presents resource endowment and it's determination regional comparative advantage are important foundations for the optimization and upgrading of industrial structure.Optimization and upgrading of industrial structure in urban agglomeration should be based on general consider the regional resource endowments,heads in direction of low-carbonization,high-technique,intelligence and intensification;third industry,the share of technology intensive industries,the final product industries in regional industrial structure should be gradually increased;at the same time,the clustering effect and correation effect should be taked,to promote elements flowing and proper disposition,realize double linkage between urban agglomeration development and industrial structure optimization and upgrading.?
