Research On The Influence Of Northeast Revitalization Policy On Northeast Industrial Upgrading

Before reform and opening up,the northeast region is the industrial developed region of China,which is the important engine of our economic and social development.With the rapid economic development of southeast coastal areas after the reform and opening up,the proportion and status of northeast economy in the whole country are declining day by day.In 2003,the state began to implement the Northeast Revitalization Strategy,aiming to promote the comprehensive and all-round revitalization of Northeast China.With the promulgation of the Northeast revitalization policy round after round,it is of great theoretical value and practical significance to study and evaluate the implementation effect of the Northeast revitalization policy.In view of the important role of regional industry composition in the long-term development of regional economy,this paper studies the implementation effect of Northeast revitalization policy from the perspective of Northeast industrial upgrading.Firstly,the current situation of industrial structure upgrading in Northeast China is analyzed from two dimensions of industrial structure rationalization and advanced industrial structure.Secondly,the panel data of 91 prefecture-level cities in China from 2005 to 2019 are sorted out,and a differential and double difference model is constructed to verify the policy effect of Northeast revitalization policies on industrial upgrading in Northeast China.The empirical results show that the new round of Northeast revitalization policy has promoted the optimization of industrial structure in northeast China on the whole,but the promoting effect is not obvious.It is analyzed that the possible reasons lie in the inadequacy of the revitalization policies in building the long-term economic growth power and the selective implementation of policies by local governments.Finally,combining with the actual situation of Northeast China and aiming at the shortage of industrial upgrading in Northeast China,this paper puts forward some policy suggestions to better promote the revitalization of industrial upgrading in Northeast China.
