balance of the rare earth industry under the policy constraint,and thinks that it can reduce the export of the rare earth resources through the collection of domestic resource tax,stimulate the supply side reform of the domestic rare earth industry and protect the sustainable development of rare earth industry.Inference concluded that the rare earth industry and foreign consumer organizations in a moment the lowest possible equilibrium agreement that the negotiation process should try to understand the other party can accept the lowest price and the cost of negotiations,if the Chinese rare earth manufacturers have accurate information sources,they can take the initiative in the negotiations.At last,it summarized and refined the experience that our country can learn from.And the
