Study On The Development Path Of Baotou Rare Earth Industry Based On The Perspective Of Industrial Chain Extension

The rare earth is an important strategic resource. As an industry with resource endowment and competitive advantage, the rare earth industry has been paid more and more attention in the international market. Baotou, possessed the largest rare earth resources in Bayan Obo mine, has made great progress in the development of rare earth industry. However, the development has focused on the front of the industrial chain for a long time, that is, the upstream link of rare earth industry chain. The upstream link of the industrial front chain has an obvious advantage in competition. But the price is also paid more for environmental pollution and consumption of non-renewable resources simultaneously. Unfortunately, the competitive advantage of resources must be decreased by consuming. Compared with competitive advantage of front industrial chain, new materials and the development of applications are lagging behind in the midstream and downstream of industrial chain. Moreover, there are big gaps in terms of technology, the number of patents and innovation ability between developed countries and China, such as America, Japan. In consequence, the advantage of resource could not be turned into economic advantages. Therefore, it is suggested that the development of rare earth industry will be better promoted in Baotou, if the industrial chain is improved, optimized continually and extended effectively.Based on the theories of industrial optimization and integration, this paper were studied on the rare earth industry of Baotou and the development status about industrial chain, using entropy method and fuzzy comprehensive evaluation, selecting the evaluation index via questionnaire survey, to establish the evaluation model of Baotou rare earth industrial chain. Then, the development of the industrial chain was made a quantitative analysis to attain the comprehensive evaluation through four aspects, that is, the length, width and thickness of Baotou rare earth industrial chain, in addition, the external factors of the rare earth industrial chain were also included. Then, according to the results of empirical model, it was proposed that the Baotou rare earth industrial chain should be optimized and integrated from vertical, horizontal, mixture of both. And then, industrial chain was extended effectively, meanwhile, a series of strategies were proposed about the development and optimization. Eventually, the overall competitiveness would be enhanced fundamentally in order to promote Baotou rare earth industry into more fast and healthier developing road.
