Research On The Development Of Farmers' Professional Cooperatives In Hunan Under The Modern Agriculture' Perspective

Since the reform and opening up,Dual management system based on household contract management and unified management has become the core content of rural economic system reform and played an important role on releasing rural economic vitality.However,at this stage,decentralized mode of operation of “fragmentation” restricts the transformation of traditional agriculture to modern agriculture,and therefore needs the intervention of the main body of new agricultural management.Farmers' Professional Cooperatives is one of the main body of modern agricultural management in China and a kind of management mode that combines the small-scale peasant household management with the large-scale organization management.It can not only help farmers to increase income,but also promote the development of modern agriculture.Experiencing the stages of budding,starting-up and deepening,the Farmers' Professional Cooperatives of China has by now developed into a brand new Farmers' Professional Cooperatives with characteristics of organization,specialization,regionalization and socialization.In recent years,China's various types of farmers' Professional cooperatives have developed rapidly,improved steadily both in quantity and quality.The development of cooperatives has accumulated valuable experience,produced a number of typical cooperatives,and promoted the development of rural areas,agricultural efficiency,and farmers' income.However,in the process of the rapid development of farmers' Professional cooperatives,the phenomena of small and scattered,scattered and disorderly also appeared,which directly lead to dis-economies of scale.Therefore,this paper takes Hunan Province,one of the major agriculture provinces of China,as an object of study,and researches the development of farmers' Professional cooperatives in this specific province from the perspective of modern agriculture,which has important practical significance.This paper consists ten chapters.The first chapter is introduction.First of all,it expounds the background of research from the aspects of the international and domestic,and puts forward the main problems of the research;Secondly,it reviews and comments on the current research situation at home and abroad,and expounds the main direction of this paper on the basis of previous studies;Finally,it introduces the research methods and research framework,and points out the innovation and inadequacies of this paper.The second chapter is the definition of relevant concepts and theoretical basis.First of all,the concepts of modern agriculture,agricultural modernization,farmers' professional cooperatives and other core concepts were clearly defined,then the mechanism of the development of modern agriculture from the aspects of organizational function,extension function,intermediary function and service function of farmers' professional cooperatives is analyzed.Finally,several theories related to this study are introduced,including modern agriculture theory,sustainable development theory,neoclassical economics theory,transaction cost theory,principal-agent theory,game theory,property right theory.The third chapter analyzes the current situation and appraises the development of Farmers' Professional Cooperatives in Hunan province.First of all,the development of Hunan modern agriculture is summarized from the aspects of general condition,features of development,results of development and challenges contained;Then evaluation of the development of Hunan farmers ‘professional cooperatives is made,the result of which indicates that Farmers' Professional Cooperatives in Hunan have still been in the middle level.The fourth chapter is the mechanism analysis of how Farmers' Professional Cooperatives promote the development of modern agriculture.The chapter looks into how farmers' cooperatives improve commercialization degree,promote industrialized operation of agriculture,nurture new-type professional farmers,and provides modern technical service.The fifth chapter is the empirical analysis of the development of Hunan farmers' professional cooperatives from aspects of modern agriculture.The research result shows that the Farmers' Professional Cooperatives have effectively promoted the progress of modern agriculture in Hunan province.Chapter six discusses factors influencing the development of Hunan farmers' professional cooperatives from aspects of modern agriculture.The research results show that 9 factors,including the scale of registration capital,have remarkable impacts on Hunan farmers' professional cooperatives.The seventh chapter is the case analysis of the development of Hunan farmers' professional cooperatives from aspects of modern agriculture from the perspectives of the contents and requirements of modern agriculture,this chapter introduces 5 state-level cooperatives.The eighth chapter considers the experience of foreign farmers' cooperatives from the aspects of modern agriculture,analyzing Asian model,European model and North American model,and summarizing developing experience;Chapter nine mainly puts forward policy suggestions on how to promote the progress of farmers' modern cooperatives,including information construction,brand building,external joint,entry threshold,prevention of "elite capture",rectification of "false sleep",standardizing mutual aid business,and policy supports.Chapter ten is the last chapter,which is divided into two parts: research conclusion and research prospect.The main conclusions of this paper consist of four aspects :(1)The overall development of Hunan farmers' professional cooperatives is still in the middle level;(2)Hunan modern agricultural development is in the stage of initial implementation;(3)Hunan farmers' professional cooperatives have a significant effect on the development of modern agriculture.(4)The nine major factors such as the size of the registered capital have a significant impact on the development of Hunan farmers' professional cooperatives.Then the issues to be further studied are elaborated,including the expansion of research,the refined analysis of the types of cooperative research,and the research on the three aspects of government function change.
