Research On Major Security Issues In The Areas Along The Belt And Road Initiative

The construction of the Belt and Road Initiative is a major measure for China to carry out all-round opening up and an important platform to promote mutual benefit in a new historical context.The Belt and Road Initiative is in line with the purposes and principles of the UN Charter,advocates peace and cooperation,openness and inclusiveness,mutual learning and mutual benefit,promotes pragmatic cooperation on all fronts,builds a community of shared interests,common destiny and shared responsibility with political mutual trust,economic integration and cultural inclusion,and constructs green,healthy,intellectual and peace silk road.After more than four years' developments,the Belt and Road Initiative is becoming comprehensive opening-up strategy gradually,which benefits Eurasia and even the whole world.In recent four years,the cooperation between China and the countries along the Belt and Road Initiative shows further progress and policy coordination,facilities connectivity,unimpeded trade,financial integration and people-to-people bond enhance evidently.Overall,the cooperation between China and the countries along the Belt and Road Initiative goes smoothly and has some achievements.The generation leaders centered by Jiang Zemin,Hu Jintao,Xi Jinping put forward and develop China's new security concept in the practice of safeguarding China's national security creatively,which is guided by Marxism-Leninism,Mao Zedong Thought,Deng Xiaoping Theory,the Theory of Three Represents,the Scientific Outlook on Development and Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era based on international situation and China's actual conditions.China's new security concept continues enriching and developing in three eras as it is put forward,continues inheriting and innovating on the basis of practice,enriches and develops national security theory of Marxism and gradually becomes the important theoretical basis and guiding ideology for safeguarding China's national security.At present,the generation leaders centered by Xi Jinping consider the situation and form the new national security concept focusing on “Common,Comprehensive,Cooperative and Sustainable Security” under the new historic conditions,which has enriched and developed China's new security concept focused on “mutual trust,mutual benefit,equality and coordination”.Apart from the introduction and the conclusion,the paper consists of six chapters.Chapter 1 starts from the history of the Silk Road,analyzes the evolution of the Belt and Road Initiative systematically,then the paper analyzes the foundation and challenges of the Belt and Road Initiative.Chapter 2 and Chapter 3 analyze the main security issues in Southeast Asia,South Asia,Central Asia,Middle East and the Europe etc.and sea-lane security along the Belt and Road Initiative comprehensively.Chapter 4 analyzes the evolution of China's new security concept and its theoretical connotation systematically.In this chapter,Section 1 analyzes national security concept of the ancient times and the modern times in China,then the paper analyzes the three phrases of the evolution of China's national security concept since the founding of the People's Republic of China.Section 2 analyzes the proposition of China's new security concept,the Party Central Committee centered by General Secretary Hu Jintao's supplement and development on China's new security concept and the new generation leaders centered by Xi Jinping's enrichment and improvement on China's new security concept.Section 3 analyzes the theoretical connotation of China's new security concept systematically.Then,Chapter 5 analyzes the new concept of security's guiding significance in dealing with the security issues in the areas along the Belt and Road Initiative systematically.On this basis,the paper puts forward the concept of “cooperation-eligible security”,and takes the security issues in the areas along the Belt and Road Initiative as the case analysis to study nature of issue,threat awareness,and common interest's impacts on security cooperation,which enriches and develops China's security cooperation theory.At last,Chapter 6 comes up with countermeasures and suggestions to deal with the security issues in the areas along the Belt and Road Initiative from macro,middle and micro levels.The security issues in the areas along the Belt and Road Initiative are very complex and we must take targeted measures to cope with them.To begin with,we must adhere to the following basic principles in dealing with the security issues in the areas along the Belt and Road Initiative: firstly,we must insist on the guidance of China's new security concept,which focuses on “Common,Comprehensive,Cooperative and Sustainable Security”;secondly,distinguish “cooperation-eligible security” and “not cooperation-eligible security” to improve pertinence and effectiveness on security cooperation;thirdly,the security issues in the areas along the Belt and Road Initiative do not target on China.In fact,many security issues appeared before the appearance of the Belt and Road Initiative.Therefore,we should maintain normal psychology,not take these security issues too seriously and not specialize and generalize them.Next,we should adhere to the following basic ideas in dealing with the security issues in the areas along the Belt and Road Initiative: firstly,the Belt and Road Initiative involves in many aspects such as politics,economy,culture and so on,thus,we need to enhance the fundamental researches about the Belt and Road Initiative;secondly,the Belt and Road Initiative includes the Silk Road Economic Belt and 21 st Century Maritime Silk Road,hence,we should coordinate the safety of the two main lines;thirdly,the security issues which the countries along the Belt and Road Initiative encounter vary considerably,for this reason,we ought to pay attention to the security concerns of different countries;fourthly,the great powers play crucial role in dealing with the security issues in the areas along the Belt and Road Initiative,so we must strengthen cooperation with these major powers;fifthly,we must take full advantage of the existing security cooperation mechanisms and establish multi-level cooperation mechanisms.Apart from adhering to the basic principles and ideas above,we should pay attention to the following points in dealing with the security issues in the areas along the Belt and Road Initiative: firstly,the security issues in the areas along the Belt and Road Initiative are very complex,so we must strengthen the research and judgment of the security situation along the Belt and Road Initiative,strengthen the analysis and risk assessment between countries,build a global security alert and prevention mechanism on this basis;secondly,we should give priority to regarding Kazakhstan,Pakistan and Indonesia as strategic pivots and give full play to these strategic pivots' geographical advantages and resources advantages to ensure the safety of the Belt and Road Initiative;thirdly,we should make full use of the achievements of existing scientific and technological cooperation and strengthen security cooperation through technological innovation;fourthly,we should pay great attention to maintaining the security of maritime lanes,use universal jurisdiction at sea and strengthen cooperation to jointly combat piracy and marine terrorism.
