Study On The Choice Of Policy Instruments In Administrative Guidance For SME

Since the reform of China’s market-oriented transformation in the 90 s of last century,the government and the small and medium-sized enterprises(short for SME below)have established an administrative relationship which is completely different from the planned economy era,thus opening a profound change in the field of administrative management in China from that time.On the one hand,the object,scope and scale of Chinese government’s public management have been greatly adjusted,and the policies of SME constitute a new content of China’s public policy.On the other hand,in accordance with the new changes in Chinese society,the government should timely strengthen its public service function,explore new modes of administrative management,discover and develop new technologies for the implementation of the policy,namely policy instruments,thereby leading to the innovation of China’s administrative behavior in policy enforcement of the SME,i.e.administrative guidance.However,the sciences of administrative law,of economy,of policy,of administration,and of public management,have had their respective disciplinary positions for decades,approaching a subject without coming straight to the point,never formed any appropriate research results around the central issues in the implementation of the SME policy,which has become a weak point of theoretical research in a sharp contrast with focusing attention to national policy practice.In consideration of the predicament in the author’s study of the law of SME for nearly twenty years,this paper mainly focuses on the theory of government tools,and of cooperative governance,summaries the advantages of the researches on theories and methods in the above-mentioned disciplines,and attempts to conduct interdisciplinary study on the SME policy implementation.The paper is divided into six parts:(1)Introduction.Starting with the background of China’s market economy transformation in 1990 s,this part discusses the particularity of the relationship between government and s&m-sized enterprises,puts forward the problems in this paper,expounds the purpose of the study and the theoretical support of the research,and combines the theoretical basis to conceive the research methods and technical approaches.(2)Interpretation of Main Concepts and Literature Review.This part explains thethree key concepts,those are Small and Medium-Sized Enterprises(abbreviated as SME)and Administrative Guidance and Policy Instruments,involved in this article,thus establishes the foundation of the paper analytical framework,finally sums up the document literature on the questions raised around the “Introduction” part of the research topics to make the cushion to launching research.(3)Analysis and Model Construction of the Relationship between Government and SME.This section takes the Law on Promotion of S&M-Scaled Enterprises in People’s Republic of China”(hereinafter referred to as“Promotion Law”)as the breakthrough point,has made a normative analysis to the policy of S&M-scaled enterprises,determined the analysis unit,and revealed the public policy implication of “promoting” on the "Promotion Law” and the essence of the relationship between the government and the S&M-scaled Enterprises,carried out the typological analysis of the administrative guidance policy tools,and analyzed the internal characteristics of SME policy tools,constructed a policy tool selection model for SMEs’ policy implementation.(4)An Analysis of the SME policy objectives and Its Relationship with Policy Tools.This part studies the its ontological problems in the view of the general theory of SME,analyses the generic goal of SME policy in the light of the structural function theory,and enters into an analysis on the relation between policy tools and them,finally studies the important value of policy objectives for policy tools selection.(5)An Empirical Analysis on the Choice of Policy Tools for SME in China.This part takes the policy tool selection of SME in China as an example to make an empirical analysis,offers some suggestions for the governmental tools selection of SME policy in China.(6)Conclusion and Prospect.This part summarizes and induces the conclusions obtained in the study,discusses the research results,and states the shortcomings,and makes a prospect for the follow-up research on the choice of the SME policy tools in China.
