Quantitative Research On Agricultural And Rural Informatization Policy Texts From The Perspective Of Policy Tools(1986-2019)

In 2016,in order to implement the "Thirteenth Five-Year Plan",the State Council issued the national agricultural modernization plan(2016-2020),closely focused on the goal of building a moderately prosperous society in an all-round way,to promote the simultaneous development of agricultural modernization and informatization..In 2019,the No.1 central document explicitly proposed the implementation of the digital village strategy,strengthening the construction of the national digital agriculture and rural system,developing the smart agriculture,and focused on the "digital village" construction to promote agricultural and rural informatization.The central government attaches great importance to the development opportunities provided by the development of the times and the promotion of information technology.As an important strategic choice for the revitalization of rural areas,the construction of agricultural and rural informatization has become the leading force for the realization of agriculture,as well as the key support and strong power for building a moderately well-off society in all respects.In this context,the author combed the research literature of agricultural and rural informatization,and found that the current research field is still lack of systematic research on agricultural and rural informatization policy in China.Based on the perspective of policy tools,this paper takes the agricultural and rural informatization policies issued during 1986-2019 as the object,and uses the literature analysis method to systematically sort out relevant domestic and foreign related documents of agricultural and rural informatization and to make 179 effective policy texts.The concepts of agricultural informatization,rural informatization and policy tool theory are defined,and the research methods such as content analysis and social network analysis are used.From the three parts of policy tools,policy subjects and policy objectives,a three-dimensional analysis framework is constructed to provide support for further research.According to the statistics of published policies and the key events,the paper divided three development stages: the exploration and start in 1986-1993,the practice and development in 1994-2010 and the improvement and promotion in 2011-2019.Through the social network analysis method to analyze the degree of cooperation and visualize the degree of cooperation between the Issuing body.By using the method of policy text analysis,this paper makes an in-depth analysis of the use of policy tools in China,analyzes the problems existing in the use of policy tools,and further discusses the application and evolution of policy tools in various time stages.According to the 2019 National County digital agricultural rural development level evaluation report,this paper determines the target type of agricultural and rural informatization policy and makes statistical analysis.After quantitative analysis and research,in terms of policy subjects,there are 57 subjects participating in policy formulation and release,among which 28 are independent subjects and 29 are joint subjects.many cooperative subjects and large network scale,but no strong link cooperation network has been formed.Secondly,through the quantitative analysis of the types of policy tools,it is found that the supply-oriented policy accounts for 57.45%,the environment-oriented policy accounts for 26.82%,and the demandoriented policy accounts for 15.74%.The internal structure of policy tools is unbalanced,and there is a risk of overflow or deficiency.The effectiveness of policy objectives is not high,and the matching degree with policy tools is not enough.Finally,the paper summarizes the problems of agricultural and rural informatization policy in China and puts forward corresponding optimization policies,in order to provide reference for the government in the future strategic choices and policy formulations.
