Research On Big Data Policy Based On Content Analysis

With the rapid development of information technology and the explosive growth of global data,big data is having a revolutionary impact on various fields such as scientific research,economic construction,social development and cultural life.Data has become a key factor in promoting modern economic and social development,Big data has received much attention from the policy level.Promoting the further development of the big data industry is an important starting point for grabbing a new round of scientific and technological revolution.In October 2015,the Fifth Plenary Session of the Eighteenth Central Committee of the Party proposed the implementation of the national big data strategy,which marked the formal rise of the big data strategy into our national strategy.On the premise of following the national guiding principles,each province and city has formulated a feasibility plan or planned measures in accordance with the actual situation of the province and city in light of their respective development advantages and disadvantages.Therefore,this paper selects the big data policies of various provinces and cities as the object to carry out evaluation and optimization research,and it is expected to have a guiding role in promoting the improvement of the big data policy system in various provinces and cities.This article takes domestic provinces and cities as the research object.First,it comprehensively summarizes the current status of domestic and foreign big data policy research and related theoretical foundations.Secondly,on this basis,it determines and constructs the "target-tool-value chain" of this article.Three-dimensional analysis framework;again,collect and organize the big data policies of domestic provinces and cities from 2013 to2019,and then encode the analysis units of 456 articles in 58 big data policies,and then follow the policy development process,policy type and Effectiveness carried out a descriptive analysis of the status of the policy system,followed by a formal text analysis of the policy,that is,the frequency statistics of the big data policy texts of various provinces and cities through the three dimensions of policy tools,policy objectives,and big data value chains,and respectively The result of frequency statistics shows the characteristics and deficiencies of big data policy formulation in various provinces and cities.The final analysis found that the current big data policies in various provinces and cities still have problems such as an imbalance in the types of policy tools,an imperfect big data policy system,inadequate scientific and technological innovation policy objectives,and uneven distribution of big data value chain policies.To this end,this article puts forward targeted countermeasures and suggestions in terms of coordinating the rational use of big datapolicy tools,improving the current big data policy system,improving the big data technology innovation system,and optimizing the layout of the big data value chain.
